HomeMy WebLinkAboutPR 22409: HEATER INSTALATION AT 101 AND 103 HO MILLS City of Port Arthur Transit Department Memorandum To: Ronald Burton, City Manager From: Ivan Mitchell, Transit Director Date: February 20, 2022 Re: P.R. 22409—Heater Installation at 101 and 103 HO Mills Nature of Request: P.R. 22409 request authorization for the City Manager to execute change orders No. 1 and 2 with the Construction Managers of Southeast Texas (CMOST) to replace the heaters at equipment services two (2) maintenance shops located at 101 and 103 HO Mills increasing the contract amount by $4,035.00 to a new contract amount not to exceed $37,435.00. Background: The City's vehicle and equipment maintenance facility located at 101 and 103 HO Mills has two (2) shops for maintaining service vehicles and various equipment. Currently, the shops lack sufficient heaters for the staff to effectively complete their jobs hence the shop is extremely cold when the temperature drops. In order to remedy this deficiency, I met with the CMOST to conduct a site review and develop a scope of work that would resolve this problem. CMOST submitted a proposal to install six (6) bay door and four (4) ceiling heaters. In addition, an electrician and plumber will retool the electrical and gas lines that are connected to the new heaters. It should be noted that one (1) heater in the shop is functional and will be retained. Resolution No. 21-372 authorized the City Manager to execute an agreement with the Construction Managers of Southeast Texas (CMOST) to replace interior heaters at equipment services two(2) maintenance shops located at 101 and 103 HO Mills. Upon commencing the gas line connection to the newly installed heaters the plumbers discovered several issues with the lines that had to be addressed at a cost of$4,035.00. The issues have been repaired via change orders No. 1 and 2. Recommendation: It is recommended that the City Council approve proposed P.R. 22409, authorizing the City Manager to execute change orders No. 1 to 2, to replace interior heaters at equipment services two (2) maintenance shops located at 101 and 103 HO Mills increasing the contract amount by$4,035.00 to a new amount not to exceed $37,435.00. Budgetary/Fiscal Effect: The funds for this project are in the Equipment Services Building Renovation Capital Project account 307-21-049-8512-00-10-000; Project BU0010 CON. P.R. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDERS 1 AND 2 FOR THE CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND CONSTRUCTION MANAGERS OF SOUTHEAST TEXAS OF PORT ARTHUR, TEXAS INCREASING THE CONTRACT AMOUNT BY $4,035.00 TO A NEW CONTRACT AMOUNT OF $37,435.00, THE EQUIPMENT SERVICES BUILDING RENOVATION CAPITAL PROJECT ACCOUNT 307-21-049-8512-00-10-000; PROJECT BU0010 CON. WHEREAS, pursuant to Resolution No. 21-372, the City Council authorized the City Manager to enter into a contract with the Construction Managers of Southeast Texas (CMOST)to replace interior heaters at equipment services two (2) maintenance shops located at 101 and 103 HO Mills in an amount not to exceed $33,400.00; and, WHEREAS, upon commencing the gas line connection to the newly installed heaters the plumbers discovered several issues with the lines that had to be addressed at a cost of $4,035.00; and, WHEREAS, Equipment Services is recommending that the City of Port Arthur by its City Manager approve Change Orders 1 and 2 for a net project increase of$4,035.00 to a new contract amount not to exceed$37,435.00, as delineated in Exhibit"A"; and, WHEREAS, CMOST has completed the project satisfactorily and has been accepted by the Equipment Services Department of the City of Port Arthur, Texas. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct. THAT, the City Manager is hereby authorized to execute Change Orders 1 and 2 for a net project increase of $4,035.00 to a new contract amount not to exceed $37,435.00 with Construction Managers of Southeast Texas (CMOST) of Port Arthur, Texas,to replace heaters at Equipment Services two (2)maintenance shops located at 101 and 103 HO Mills, in substantially the same form as attached hereto as Exhibit"A". THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. Included in this proposal is also pressure testing the existing gas line and has been figured on us being able to use the city lift that is on site.
