PRIVATELY-OWNED AND CITY-OWNED DEVELOPED LOTS IN AN AREA
OF THE CITY DESIGNATED AS AREA D
COMMENT
RECOMMENDATION: Staff recommends that the City Council adopt P. R No. 15305,
authorizing the Mayor and City Manager to authorize the renewal of a contract between the City of
Port Arthur and GRASSHOPPER LAWN SERVICE, for the contract amount of • 0~ 0043 oer
square foot for mowing privately-owned and City-owned developed property in Area D. Area D is
that area of the City of Port Arthur roughly bounded on the north by Fhghway 73, on the east by
Duff Drive, on the south by Lakeshore Drive, and on the west by Woodworth Boulevard/U. S.
Highway 69, but also includes Foster, Highland Heighu and Fairlea Additions.
BACKGROUND: On June 5th, 2007 the City Council approved Resolution # 07-255 for
GRASSHOPPER LAWN SERVICE was the lowest and best bidder to wit for the mowing of
developed lots in Area D for the amount of 40 0043 ver square foot This contract was for one
year with the City's option to renew for two (2) additional years. This will be the second extension.
The contractor has been providing good service and has met the terms of his contract with the City.
BUDGET AND REVENUE IMPACT: Adoption of [his proposed resolution will not require a
budget amendment. Funds are available in Account No.001-1401-551.59-00.
STAFF LEVEL IMPACT: Adoption of this proposed resolution will have no effect on current
staffing level.
SUMMARY: Staff recommends that the City Council adopt P. R No. 15305, thereby authorizing
the Mayor and City NTanager to execute a one year extension of a contract with GRASS_ H_ OPPER
LAWN SERVICE for the mowing of grass on privately,owned (where owners have failed to
maintain the propen}~ and City--owned developed property m Area D. The contractor w-ill submit
proof of insurance.

A RESOLUTION AUTHORIZING THE RENEWAL OF A
CONTRACT WITH GRASSHOPPER LAWN SERVICE FOR

CITY-OWNED DEVELOPED LOTS IN AN AREA OF THE
CITY DESIGNATED AS AREA D, TO BE CHARGED TO
ACCOUNT NO.001-1401-551.59-00.
WHEREAS, pursuant to Resolution No. 07-255, the City of Port Arthur awarded a bid to
Grasshopper Lawn Services from June 25, 2007 to June 25, 2008; and
WHEREAS, the contract contained an option to renew the agreement for two (2) additional
years; and
WHEREAS, pursuant to Resolution No. 08-238, the City Council approved the fustyear renewal
for an additional one (1) year period beginning June 28, 2008 thnr June 28, 2009.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR:
Section 1. That the facts and opinions of the preamble are tme and correct.
Section 2. That forthe purposes of this Resolution, AreaD is that area of the Cityof Port Arthur roughly
bounded on the north by U. S. Highway 73, on the east byDuff Drive, on the south by Lakeshore Drive, and on the
west by Woodworth Boulevard/U. S. Highway 69, but also includes Foster, Highland Heights, and Fairlea Additions.

Section 3. That for the purposes of this resolution, a developed lot is defined as a lot or parcel of land
which has one or more buildings on it and a vacant lot is defined as a lot or parcel of land with no buildings on it.
Section4. That the City Council deems it in the bestinteresttorenewthecontractwithGrasshoytxr
Lawn Service for an additional (1) year period begimiutg June 28, 2009 thru June 28, 2010. This is the second and final
year.
Section 5. That the contractor shall sign a copy of the resolution agreeing to the terms thereof.
Section 6. That a copyof the caption of this Resolution be spread upon the Minutes of the CityCounciL
READ, ADOPTED, AND APPROVED this thel6th day of tote, A.D., 2009, at a Regular Meeting of
the City Council of the City of Port Arthur, Texas by the following vote:
