BENJAMIN FRANKLIN PLUMBING - REPAIRS TO LAKEVIEW POOLCity of Port Arthur, Texas r and City Council Communication NUMBER CONFIRMING THE AWARD OF PLUMBING 06-09-09 REPAIRS TO BENJAMIN FRANKLIN PLUMBING 1 of 2 FOR LAKEVIEW POOL PLUMBING REPAIRS RECOMMENDATION The Parks and Recreation Department recommends that the City Council confirm the awazd of plumbing repairs to Benjamin Franklin Plumbing, Groves, Texas, in the amount of $ 7,000. The repairs needed to be done in order for the pool to open for the summer pool season. Prior approval was requested from the City Manager [see Attachment "A"] due to the time sensitive nature of the repairs. BACKGROUND Lakeview Pool is the City's oldest pool. Although, a number of repairs have been made to the pool, a substantial portion of the pool's piping is still original. The pool was experiencing severe leaking prior to the Memorial Day Weekend -the required pool opening date. A plumber was called to determine the source of the leak and a possible solution. After several days it was determined that it would take several days to fix the leak which would prevent the pool from opening on the scheduled date. It was decided to forego the repairs at that time until after the Memorial Day weekend and to close the pool immediately thereafter to make the repairs. It was necessary to proceed with the repairs as quickly as possible to have the pool open on time and to ensure no damage to the filtration system and motor. Benjamin Franklin Plumbing had invested a significant amount of time in attempting to find the leak source (approx. $ 1,800 due to cutting out concrete, probing azound pool, etc.); however, to comply with City Purchasing Guidelines, this company along with two (2) additional plumbing companies were asked to provide quotes to make the necessary repairs and to replace the impacted concrete areas. Thigpen, Director of Parks and Recreation "~ RE: Permission to Engage Benjamin Franklin Plumbers to Perform Work at Lakeview Pool with Confirming Approval by City Council July 16, 2009 COMMENT As I indicated, Lakeview Pool has a.severe leak problem. We have had the problem reviewed by a plumber prior to the mandatory opening Memorial Day Weekend. It was determined the problem could not be addressed in time for the opening date; however, the pool could open for the weekend with the leak azeas barricaded. Following Memorial Day Weekend, the pool was closed the leak problem examined extensively to determine causes and possible solutions. It appears that we aze experiencing .pipe failure due to -the age of the piping [much of it is original installation] and the material [a significant portion is galvanized pipe]. We have developed a solution which minimizes the amount of concrete cutting and replacement; on which three (3) plumbers were asked to evaluate and provide quotes. The quotes were as follows: Killian Plumbing - NO BID [indicated they did not have sufficient manpower], Discount Plumbing -- $ 3,125 [this bid does not include replacing the concrete removed], Benjamin Franklin Plumbing -- $7,000 [this is a tum- keyjob which includes not only the leak repair, but also the replacing of the concrete]. The repairs need to be done as soon as possible to allow the pool to be open for the upcoming weekend. I am requesfing permission to engage Benjamin Franklin Plumbing to complete the necessary repairs at Lakeview Pool with a confirming Council Action Memorandum [goldenrod] to be placed on the June 16, 2009 City Council Agenda Thank you.
