We plan to utilize these funds to begin acquiring property, demolishing abandoned structures and land banking. The City intends to file an application with HUD for "Round 2" of the Neighborhood Stabilization Program. This $1.93 billion federal allocation is anticipated to be highly competitive program, and the minimum project size of $5 million. An application of this magnitude will require a great deal of planning and documentation to be considered. Mr. Flores is experienced in these types of programs, and has developed successful programs for other entities. The City Manager feels that his expertise would be useful to us as we proceed with this program. This resolution authorizes the City Manager to negotiate and execute a contract with Mr. Flores, in an amount not to exceed $7,000. P. R. NO. 15322 RU 06/11/09 RESOLUTION NO. A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT WITH APOLINO FLORES TO PROVIDE TECHNICAL ASSISTANCE RELATED TO THE PREPARATION OF A NEIGHBORHOOD STABALIZATION GRANT APPLICATION IN AN AMOUNT NOT TO EXCEED $7,000 (FUNDING SOURCE 001-1003-512.59- 00 M97903) WHEREAS, the Department of Housing and Urban Development is accepting applications for the second round of the Neighborhood Stabilization Program (NSP); and WHEREAS, comprehensive applications, with a minimum project scope of $5 million, are due by July 17, 2009; and WHEREAS, the City Council deems it in the best interest of the citizens to engage the expertise of Mr. Apolino Flores to assist in the prepazation of the grant application. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the City Manager of the City of Port Arthur is hereby authorized and directed to negotiate and execute on behalf of the City of Port Arthur a contract for professional services related to the NSP grant application, between the City of Port Arthur and Mr. Apolino Flores, in an amount not to exceed $7,000; and THAT the contract will be reviewed by the City Attorney prior to execution; and THAT the City Manager will present the final contract to Council for ratification; and THAT a copy of the action of this Resolution be spread upon the Minutes of the City Council.
