RECOMMENDATION:
It is recommended that Proposed Resolution No. 15319 be approved. Resolution
No. 09-142 authorized the City Manager to submit application to the Texas
Department of Housing and Community Affairs, (TDHCA) for implementing a newly
authorized Neighborhood Stabilization Program (NSP). We have been informed that
it is necessary for the City to acknowledge that the Neighborhood Stabilization Plan
(NSP) is a reimbursement program.
BACKGROUND:
The U.S. Department of Housing and Urban Development authorizes and is
providing funding to the State of Texas for the redevelopment of abandoned and
foreclosed homes and residential properties as authorized by the Housing and
Economic Recovery Act of 2008. Jefferson County has been allocated $1,498,945,
of which the City of Port Arthur is eligible to apply for $599,578.
The City of Port Arthur will implement activities in accordance with The
Neighborhood Stabilization Program (NSP) found in Title III of Division B of the
Housing and Economic Recovery Act §2301 `(c) (3).
We have amended the resolution to reflect that the City of Port Arthur
acknowledges the Neighborhood Stabilization Program (NSP) is a reimbursement
Program.
BUDGETARY/FISCAL EFFECT:
These NSP reimbursement program will provide funding for the projects. 5% of
the total allocation is eligible for administrative and activity delivery/soft costs.
STAFFING/EMPLOYEE EFFECT
The Planning 8v Community Development Department will implement the NSP.

A RESOLUTION AMENDING RESOULTION NO. 09-152 AND
RE-AUTHORIZING AN APPLICATION WITH THE TEXAS
DEPARTMENT OF HOUSING AND COMMUNITY AFFAHi5
(TDHCA) FOR THE IMPLEMENTATION OF THE NEWLY
AUTHORIZED NEIGHBORHOOD STABILIZATION
REIMBURSEMENT PROGRAM (NSP) AS AUTHORIZED BY
THE HOUSING AND ECONOMIC RECOVERY ACT OF 2008.
WHEREAS, the Texas Department of Housing and Community Affairs, (TDHCA) is
implementing a newly authorized Neighborhood Stabilization Program (NSP) authorized by the U.S.
Department of Housing and Urban Development and is providing funding to the State of Texas for the
redevelopment of abandoned and foreclosed homes and residential properties as authorized by the
Housing and Economic Recovery Act of 2008; and,
WHEREAS, pursuant to Resolution No. 09-152, the City Council approved an application
for the Neighborhood Stabilization Program in which the City of Port Arthur became eligible to apply
for $599,578 of the $1,498,945 allocated to Jefferson County; and,
WHEREAS, it is necessary to amend Resolution No. 09-152 to reflect that the City of Port
Arthur acknowledges that the Neighborhood Stabilization Program is a reimbursement program.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR:
THAT it is deemed in the best interests of the City of Port Arthur to authorize the submission of
the application for $599,578 (40% of the Jefferson County allocation) to administer a Neighborhood
Stabilization Program, with an acknowledgement that the Neighborhood Stabilization Program as a
reimbursement program.
THAT Colleen Russell, the Planning Director, has been designated by the City Manager to file an
electronic application for the Texas Neighborhood Stabilization Program.
THAT the City Manager or his designee is authorized to represent the City of Port Arthur and has
the authority to execute a contract for the Neighborhood Stabilization Program.
THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
READ, ADOPTED AND APPROVED this day of June, A.D. 2009, at a Regular Meeting
of the City Council of the City of Port Arthur, Texas, by the following vote: AYES: MAYOR
