R. # 22459 Introduction: This Agenda Item intent is to provide non-monetary support of the Sabine Pass Port Authority's application to the Port Infrastructure Development Program(PIDP) grant for$7,100,000. Background: The Port Infrastructure Development Program (PIDP) is a discretionary grant program administered by the U.S. Maritime Administration. Funds for the PIDP are awarded on a competitive basis to projects that improve the safety, efficiency, or reliability of the movement of goods into, out of, around,or within a port. Congress provided first-year funds of$293 million for the program in the FY2019 Consolidated Appropriations Act. Congress continued funding the program at $225 million in FY2020 and $230 million in FY2021. For FY2022 the Infrastructure and Jobs Act/Bipartisan Infrastructure Law, appropriated $450 million to the PIDP. The grant funding will support the following 5 projects: 1. Replacement of approximately 400' of sheet piling wall along the Sabine Neches Water Way on the Sabine Pass Port Authority property that leads to Dustin Gulf Seafood. 2. Replacement of approximately 200' of sheet pilling wall along the Sabine Neches Water Way on the Sabine Pass Port Authority property that provides mooring for commercial vessels that utilize the bulk fueling site. 3. Replacement of approximately 2500' of sheet piling wall along the Sabine Neches Water Way on the Sabine Pass Port Authority property that provides mooring for commercial vessels and add a heavy fendering system. 4. Convert the existing inside the gate Port Authority Road to a two(2)lane heavy industrial road. 5. Stabilize an 11-acre site for material lay down yard and future capital infrastructure projects. Budget Impact: No impact on the budget. Recommendation: It is recommended that City Council approve P. R. #22459 P. WHEREAS,the Port Infrastructure Development Program(PIDP)is a discretionary grant program administered by the U.S. Maritime Administration. Funds for the PIDP are awarded on a competitive basis to projects that improve the safety, efficiency, or reliability of the movement of goods into, out of, around,or within a port. R. 14 22459 March 16, 2022- MEE Page 2 WHEREAS,the five(5)infrastructure projects are key to the Sabine Pass Port Authority's ability to support large commercial shrimping fleet and to expand and grow by adding other types of commercial vessels including barges to the customer profile; and, NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That it is in the best interest of the City of Port Arthur to support the Sabine Pass Port Authority's application to the Department of Transportation Maritime Administration for the 2022 Port Infrastructure Development Program Grants. Section 3. That the City Secretary shall send a copy of this Resolution to the Department of Transportation Maritime Administration for the 2022 Port Infrastructure Development Program Grants. Section 4. That a copy of the caption of this Resolution he spread upon the minutes of the City Council. READ,ADOPTED AND APPROVED this day of A.
