Dr. Ransom Howard Street DATE June 12, 2009 RECOMMENDATION: I recommend that the City Council approve Proposed Resolution No. 15122, approving a contract with ALLCO Construction for the Rev. Dr. Ransom Howard Street Phase 1 Roadway Improvements in a total amount of $917,677.75. BACKGROUND: The City advertised in the Port Arthur News on 30 November 2008 and on 07 December 2008 for the construction of the Rev. Dr. Ransom Howard Street Phase 1 Roadway Improvements (widening of the roadway from Abe Lincoln Avenue to Denbo Avenue). We received two (2) bids, with the bid from ALLCO determined to be the lowest, most responsible bidder. BUDGETARY/FISCAL EFFECT: Funding is available in CIP004 303-1603-531.86-00, and CDBG-ARRA funding. EMPLOYEE/STAFF EFFECT: None. SUMMARY I recommend that the City Council approve Proposed Resolution No. 15122, approving a contract with ALLCO Construction for the Rev. A RESOLUTION AUTHORIZING THE EXECUTION OF A CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND ALLCO CONSTRUCTION OF BEAUMONT, TEXAS FOR THE WIDENING OF W. REV. DR. RANSOM HOWARD STREET IN THE AMOUNT OF $917,677.75. PR07ECT CIP004, 303-1603-591.86-00 AND CDBG-ARRA WHEREAS, the City advertised in the Port Arthur News on 30 November 2008 and on 07 December 2008 for the construction of the Rev. Dr. Ransom Howard Street Phase 1 Roadway Improvements (widening of the roadway from Abe Lincoln Avenue to Denbo Avenue); and, WHEREAS, two (2) bids were received and opened on 19 February 2009 for the above referenced Contract and has been evaluated by Public Works; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the City Council of the City of Port Arthur hereby awards the bid for construction of the Rev. Dr. Ransom Howard Street Phase 1 Roadway Improvements to the lowest responsible bidder to wit: ALLCO Construction of Beaumont, Texas as shown on Exhibit "A" attached hereto and made a part hereof; and, THAT the Mayor and City Manager of the City of Port Arthur are hereby authorized and directed to execute on behalf of the City, a Contract between the City of Port Arthur and ALLCO Construction; and, P.R. No. 15122 Page 2 THAT the contract is awarded for the amount of $917,677.75, as shown on Exhibit "B" attached hereto and made a part hereof by reference, a complete copy of which is available for review in the office of the City Secretary; and, THAT said Contract is an exact duplicate of a standard form Non-Federally Funded Construction contract, a copy of which is attached as Exhibit'~C" and is hereby incorporated by reference; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
