HomeMy WebLinkAbout(P2) Port Arthur Project Status March 2022 032522 Project Status March 2022 1 City of Port Arthur Landfill 1 Current SCS Projects Repair of Monitoring Wells and Gas Probes and Plug and Abandon Existing Well 2022 Air Services/Groundwater and Gas Monitoring City/Bechtel Soil Project Erosion and Sediment Control Engineering South Detention Pond Engineering Alternative Daily Cover Permit Modification Groundwater Assessment Monitoring and Reporting, Update Background Report, and Well Development 2 2 Repair of Monitoring Wells and Gas Probes and Plug and Abandon Existing Well Monitoring Wells and Gas Probes are in Need of Various Stages of Repair/Replacement. 4 Gas Probes were Noted as Needing Repair during Latest TCEQ Inspection SCS Contract Services Repair or Replace 15 Groundwater Monitoring Wells and 6 Gas Monitoring Probes Plug and Abandon Existing Well During December 2021 TCEQ Inspection, the Following Concerns Were Noted: 4 gas probes are in need of repair Other concerns: No methane monitoring of 2 on-site structures - Resolved No continuous monitoring of 2 on-site structures - Resolved No gas monitoring during the October – December 2020 Monitoring Period - Resolved A conflict with the permit and actual number of on-site gas probes - Resolved A tank in the retention pond - Resolved 3 3 Chronology of Gas Probe Repair 11/10/2021 SCS conducts a proactive independent evaluation of the gas probes and groundwater monitoring wells 11/19/2021 SCS submits report to City Staff recommending repairs of gas probes and groundwater monitoring wells and will provide proposal for any work the City requests 12/21/2021 TCEQ audits gas monitoring event 01/20/2022 TCEQ provides preliminary Exit Interview of gas monitoring audit noting 4 gas probes in need of repair 02/14/2022 SCS submits proposal to repair gas probes and monitoring wells 02/21/2022 SCS submits proposal to prepare bid package for repair of gas probes and monitoring wells 02/24/2022 City receives letter from TCEQ with Notice of Violation (NOV) including repair of gas probes requesting description of corrective action taken by 03/21/2022 03/03/2022 City informs SCS of TCEQ 02/24/2022 NOV 03/07/2022 SCS submits proposal to prepare bid package and conduct construction management and construction quality assurance for repair of gas probes and monitoring wells 03/09/2022 SCS submits a revised proposal to repair gas probes and monitoring wells 03/14/2022 City issues PO to SCS for repair of gas probes and monitoring wells 03/21/2022 SCS issues letter to TCEQ with description of corrective action taken for the items noted in the TCEQ NOV, including a copy of the PO for SCS to repair gas probes and asking for an extension for repairing the gas probes 03/22/2022 TCEQ sends email granting an extension to repairing the gas probes since the project has been approved by the City Based on discussions with TCEQ staff, this item will be considered resolved upon completion of the requested repairs, scheduled to begin 04/04/2022. 4 4 2022 Air Services, Groundwater and Gas Monitoring Conduct Semi-Annual Groundwater Monitoring, Quarterly Gas Monitoring, and Annual Air Compliance Services SCS Contract Services 2 Semi-Annual Groundwater Monitoring Events 4 Quarterly Gas Monitoring Events Annual Air Quality Services including: Title V Reporting Emissions Inventory and Emissions Fee Calculations 2022 Greenhouse Gas Reporting NSPS 2021 Reporting Alternate Source Demonstrations and other As-Needed Tasks 5 5 City/Bechtel Soil Project Significant opportunity reduce cost of imported cover soil SCS Contract Services Project Management Limited Scope Permit Amendment TxDOT Permitting and Design Bid Package Soil Stockpile Operations Bid Package Revise SWP3 Follow-up to Limited Scope Permit Amendment Allowance 6 6 Erosion and Sediment Control Construction Step in addressing TCEQ Ordering Provision from March 30, 2021 Proposed Agreed Order SCS Contract Services Prepare Construction Plans, Specifications and City Bid Documents 7 7 South Detention Pond Construction Construct South Detention Pond in accordance with TCEQ Permit SCS Contract Services Prepare Construction Plans, Specifications and City Bid Documents Bid Package is Complete, scheduled to be included with Erosion and Sediment Control Bid Package 8 8 Alternative Daily Cover Permit Modification Temporary Authorization and Permit Modification to Add Spray-On Alternative Daily Cover SCS Contract Services Prepare Initial Temporary Authorization Prepare Second Temporary Authorization Prepare Permit Modification Initial Temporary Authorization submitted 03/24/2022 City has already acquired equipment and materials 9 9 Groundwater Assessment Monitoring and Reporting, Update Background Report, and Well Development Conduct TCEQ Requested Groundwater Assessment Monitoring and Report on Findings and Update Background Report.
