CURRAN, FIRE CHIEF PROPOSED RESOLUTION 12174 DATE: APRIL 24, 2003 COMMENT RECOMMENDATION We recommend the City Council authorize the City Manager and the Fire Chief to accept the Federal Emergency Management Agency (FEMA) fiscal year 2002 Assistance to Firefighters Grant for nine (9) Heart Monitors for a cost of $108,040, with the federal share being $75,628 (70%) and the City cost being $32,412 (30%). BACKGROUND City Council approved Resolution 02-78 on March 19, 2002 which authorized the City Manager and the Fire Chief to make application to FEMA under the Assistance to Firefighters Grant Program in an amount up to $750,000. The Fire Department applied for Heart Monitors ($108,040} to replace the existing automatic external defibrillators (AED's) with the new biphasic waveform technology (pulsating AED's). In addition, the heart monitors allow paramedics to read heart monitor strips and manually defibrillate. SUMMARY We recommend the City Council authorize the City Manager and the Fire Chief to accept the Federal Emergency Management Agency (FEMA) fiscal year 2002 Assistance to Firefighters Grant for nine (9) Heart Monitors for a cost of $108,040, with the federal share being $75,628 (70%) and the City cost being $32,412 (30%). A RESOLUTION ACCEPTING THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) FISCAL YEAR 02 ASSISTANCE TO FIREFIGHTERS GRANT FOR EMERGENCY MEDICAL SERVICES IN THE AMOUNT OF $75,628 AND AUTHORIZING MATCHING FUNDS IN THE AMOUNT OF $32,412 WHEREAS, the City Council approved Resolution 02-78 on March 19, 2002 which authorized the City Manager arid the Fire Chief to make application to FEMA under Assistance to Firefighters Grant Program in an amount up to $750,000; and WHEREAS, the Fire Chief has received notification from FEMA that the application has been approved; and WHEREAS, the approved project will cost a total of $108,040, with the federal share being $75,628 (70%) and the City cost being $32,412 (30%); and WHEREAS, the project will provide funding for nine (9) heart monitors to replace and upgrade existing equipment; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the City Council authorizes the acceptance of the FEMA Assistance to Firefighters Emergency Medical Services Grant in the amount of $75,628, with the City funding $32,412. THAT, the City Attorney shall review and approve the Grant Articles before the funds are received. THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council of the City of Port Arthur.
