RE: PR 22481 —Ratification of Three (3)Temporary Electric Panels for the 46th
Street Lift Station
Introduction:
The intent of this Agenda Item is to seek City Council's ratification for three (3) temporary
electric panels at the 46th Street Lift Station. The 46th Street Lift Station developed a leak in the
discharge piping, flooding the lift station, which caused a potential hazard to public health and
safety. The emergency repairs to the lift station were performed by ALLCO, LLC of
Beaumont, Texas. ALLCO, LLC provided and installed a bypass system, replacing the piping
entering the lift station, replaced 240 feet of pipe from the lift station to the bypass system,
provided bypass pumping for 8 weeks, and cleaned and pressure washed the lift station.
The electric panels were designed and installed by Epic Engineering of Orange, Texas for a
total cost of$53,911.54 and funds are available in Water Utilities Capital Improvement Fund
Account No. 405-40-000-8516-00-00-000, Water Utility Systems, Project String WS0010-
CON.
Background:

Budget Impact:
The total cost is $53,911.54 and funds are available in Water Utilities Capital Improvement
Fund Account No. 405-40-000-8516-00-00-000, Water Utility Systems, Project String
WS0010-CON.
Recommendation:
It is recommended that City Council approve PR 22481, ratifying the payment to Epic
Engineering for three (3) temporary electric panels at the 46th Street Lift Station.

A RESOLUTION RATIFYING THE CITY MANAGER'S
DECISION TO APPROVE THE FABRICATION AND
INSTALLATION OF THREE (3) TEMPORARY
ELECTRIC CONTROL PANELS AT THE 46TH STREET
LIFT STATION BY EPIC ENGINEERING OF ORANGE,
TEXAS WITH A TOTAL BUDGETARY IMPACT OF
$53,911.54; FUNDS ARE AVAILABLE IN WATER
UTILITIES CAPITAL IMPROVEMENT FUND
ACCOUNT NO. 405-40-000-8516-00-00-000, WATER
UTILITY SYSTEMS,PROJECT STRING WS0010-CON.
WHEREAS, there was a discharge piping leak discovered in the 46th Street Lift Station,
which flooded the lift station, causing an immediate public health and safety concern; and,
WHEREAS, the occurrence created an urgent response for repairs and bypass of the
station with external rental pumps; and,
WHEREAS, pursuant to Section 252.022(a)(2) this expenditure is authorized because it
was a public calamity that required the immediate appropriation of money to preserve the property
of the municipality's residents or to preserve the property of the municipality; and,
WHEREAS, it is further authorized pursuant to Section 252.022(a)(3) because of
unforeseen damage to public machinery, equipment, or other property; and,
WHEREAS,the 46th Street Lift Station leak was originally repaired by ALLCO, LLC of
Beaumont, Texas, under emergency conditions authorized by the City Manager; and,
WHEREAS, after the leak repairs were completed, the original electric control panels
were found to be inoperable after being submerged during the flooding of the lift station; and,
WHEREAS, three (3) temporary electric control panels were fabricated and installed in
place of the original panels by Epic Engineering of Orange,Texas in order to restore service to the
lift station; and,

NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
THAT,the facts and opinions in the preamble are true and correct; and,
THAT, in order to protect the health and safety of our citizens, the City Council hereby
approves and ratifies the expenses of the fabrication and installation of three(3)temporary electric
panels at the 46th Street Lift Station with a budgetary impact of$53,911.54(see Exhibit"A"); and,
THAT, a copy of the caption of this resolution be spread upon the minutes of the City
Council.

2022 at a Regular Meeting of the City Council of the City of Port Arthur, Texas, by the following

RE: 46th Street Lift Station Failure(Revised Scope)
The 46th Street Lift Station Force Main was flooded and in need of emergency rehabilitation.This
section was part of a planned rehabilitation in the capital plan. Possible vendors include ALLCO,
Brystar.and Texas Hot Taps. The projected budgetary impact is up to S700,000.00 and funding is
available in Capital Improvement Projects, Sewer System Maintenance.
3 pumps and motors will need to he reworked and/or repaired due to being submerged for over a
week. Texas Clamps & Machine is the vendor that will be repairing the pumps; IPS is repairing
the motors. All of the electrical panels were also submerged for over a week and cannot be used
again. Epic Engineering is building new electric panels so that the motors can run when they are
put back in service.

We are pleased to present our proposal for temporary controls at the 46th Street lift station.
The quote consists of 3 starter panels each on their own rack,such that, they can be moved and
used independently of each other for future use.EPIC Engineering will procure,fabricate, and
install the temporary control panels at the 46th Street site for use until the new platform and
control rack can be installed for the Hurricane Harvey mitigation project.
Our total proposed amount for the project is: $44,926.28 (+25%)based on fluctuating material
prices.
