AN ORDINANCE AMENDING SECTION 2-73(b)(1) AND SECTION 2-75 (a)(2)(b) OF THE CODE OF ORDINANCES AS IT PERTAINS TO PERSONS REQUESTING TO ADDRESS COUNCIL WHEREAS, on March 29, 2022 the City Council adopted Ordinance No. 22-18 amending the Code of Ordinances governing requests to draft ordinances or resolutions; and WHEREAS, in order to effectively facilitate the presentation of a complete and accurate agenda to City Council there is a need to amend Section 2-73(b)(1) and Section 2-75 (a)(2)(b); and WHEREAS, Section 2-73(b)(1) of the Code of Ordinances presently states the following: "Residents. Any resident who wishes to address the council may do so by notifying the city secretary no later than 5:00 p.m. on the Thursday prior to the scheduled meeting. The person shall specify the particular subject matter of such address. The city secretary shall place the names of those requesting to address the council on the agenda with the agenda item." WHEREAS, Section 2-75(a)(2)(b) of the Code of Ordinances presently states the following: "In the event a presentation is being given by a named individual, the spokesperson must provide the city secretary with written notice of the names of all persons that will be participating in the presentation. No one will be allowed to participate in the presentation before the city council, unless written notice has been provided to the city secretary for inclusion on the agenda. The city secretary should be provided with such notice not later than 5:00 p.m. on the Thursday prior to the scheduled council meeting. The total time permitted for the full presentation is 20 minutes. All supporting documents are to be prepared in advance and submitted to the city secretary's office by 5:00 p.m. on Wednesday prior to the scheduled council meeting. The ordinance codified herein stands s.po7048 as written except, in the event the city manager brings forth a presentation, there will be no time limit on speakers or the number ofspeakers." NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That Section 2-73(b)(1) and Section 2-75(a)(2)(b) of the Code of Ordinances be amended as denoted in the attached Exhibit "A." Section 3. That this Ordinance shall be effective immediately. Section 4. That a copy of the caption of this Ordinance be spread upon the minutes of the City Council.
