(ARRA) 2009 PORT SECURITY GRANT PROGRAM
RECOMMENDATION:
The Police Department recommends that the City Council adopt Proposed Resolution No.
1.1325 authorizing the Mayor and City Manager to apply for the American Recovery and
Reinvestment Act (ARRA) 2009 Port Security Grant Program in the amount of
$2,160,000 for equipment.
Under this funding, ARRA provides $150 million in stimulus funding for the Port
Security Grant Program.
BACKGROUND:
On February 17, 2009, President Obama signed the American Recovery and
Reinvestment Act of 2009, which provides funding for grants to assist local law
enforcement and fire departments.
The ARRA 2009 Port Security Grant Program funds support increased port-wide risk
management; enhanced domain awareness; and further capabilities to prevent, detect,
respond to, and recover from attacks involving improvised explosive devices (IEDs), and
other non-conventional weapons.
The City of Port Arthur intends to purchase two industrial fire engines, one CBRNE
SWAT vehicle, and one boat with tow vehicle.
BUDGETARY/FISCAL EFFECT:
None.
STAFFING/EMPLOYEE EFFECT:
None.
SUMMARY:

A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO
APPLY FOR THE .AMERICAN RECOVERY AND REINVESTbIENT ACT
(ARRA) 2009 PORT SECURITY GRANT PROGRAM IN THE AMOUNT OF
$2,160,000 FOR EQUIPMENT. UNDER THIS FUNDING, ARRA PROVIDES $150
MILLION IN STIMULUS FUNDING FOR THE PORT SECURITY GRANT
PROGRAM
WHEREAS on February 17, 2009, President Obama signed the American
Recovery and Reinvestment Act of 2009, and;
WHEREAS, the Recovery Act provides funding for grants to assist local law
enforcement and fire departments, and;
WHEREAS, the ARRA 2009 Port Security Grant Program funds support
increased port-wide risk management; enhanced domain awareness; and further
capabilities to prevent, detect, respond to, and recover from attacks involving improvised
explosive devices (IEDs), and other non-conventional weapons.
WHEREAS, the City intends to purchase two industrial fire engines, one
CBRNE SWAT vehicle, and one boat with tow vehicle;
NOW THEREFORE BE IT RESOLVED BY THE CITI' COUNCIL OF
THE CITY OF PORT ARTHUR, TEXAS:
Section 1. That the City of Port Arthur hereby authorizes the Mayor and City
Manager to apply for $2,160,000 from the the American Recovery and Reinvestment Act
(ARRA) 2009 Port Security Grant Program, which provides $150 million in stimulus
funding for the Port Security Grant Program.
Section 2. That this grant award will be used to assist local law enforcement
and fire departments to support increased port-wide risk management: enhanced domain
awareness; and further capabilities to prevent, detect, respond to, and recover from
attacks involving improvised explosive devices (IEDs) and other non-conventional
weapons.
Section 3. That a copy of the Resolution be spread upon the minutes of the
City Council.
