RE: P.R. NO. 22516 —A resolution calling for a public hearing to consider a
zoning change from Multiple Family to Neighborhood Services
Introduction:
The intent of this Agenda Item is to request a public hearing to consider a zoning change
from Multi-Family (MF) to Neighborhood Service (NS) for approximately 1.523-acres of
Land (Called 1.523) out of Tract 1, Lot 12, Block 1, Foster Village, Port Arthur, Jefferson
County, Texas.
The purpose of this request is to rezone a portion of property form "MF" Multiple Family
to "NS" Neighborhood Services for the development of commercial business (i.e.,
convenience store, small offices, laundry mats, eateries, etc.) that are typically found
nearby residential neighborhoods for the purpose of supplying day-to-day needs and
personal services, per Section 14 (Neighborhood Service District Regulations) of the
City of Port Arthur Zoning Ordinance.
Background:
The Planning & Zoning Commission reviewed this case on April 4, 2022.

Recommendation:
It is recommended that City Council approve P.R. No. 22516, calling for a public hearing
to consider a zoning change from Multiple Family (MF) to Neighborhood Services (NS)
District for approximately 1.523-acres of Land (Called 1.523) out of Tract 1, Lo12, Block
1, Foster Village, Port Arthur, Jefferson County, Texas.
A public hearing shall be held on Tuesday, May 24, 2022, at 10:00 a.m.

A RESOLUTION CALLING FOR A PUBLIC HEARING TO
CONSIDER GRANTING A ZONING CHANGE FOR
APPROXIMATELY 1.523-ACRES OF LAND OUT OF OF TRACT
1, LOT 12, BLOCK 1, FOSTER VILLAGE (SOUTHWEST CORNER
OF MAIN AVENUE AND NORTHWEST CORNER OF 13TH
STREET), PORT ARTHUR, JEFFERSON COUNTY, TEXAS
WHEREAS, it is being requested that City Council consider a specific use permit
for the area delineated in Exhibit "A"; and,
WHEREAS, pursuant to Chapter 211 in the Texas Local Government Code, a
public hearing must precede any zoning change.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
THAT the facts and opinions in the preamble are true and correct.
THAT the Planning and Zoning Commission reviewed the case on March 4, 2022.
THAT a public hearing to consider whether to grant the zoning change for
approximately 1.523-acres of land. out of Tract 1 . Lot 12, Block 1, Foster Village
(Southwest Corner of Main Avenue and Northwest corner of 13th Street), Port Arthur,
Jefferson County, Texas, as delineated in Exhibit "A" shall be held on May. 26. 2022, at
10:00 a.m. in the City Council Chambers, Fifth Floor, City Hall, 444 4th Street, or by
telephonic and videoconference.
THAT notice of the public hearing shall be published at least fifteen days prior in
the City's official newspaper before going to the City Council.
THAT a copy of the caption of this Resolution be spread upon the Minutes of the
City Council.
