HomeMy WebLinkAbout(3) 04/18/2022 SPECIAL MEETING SPECIAL MEETING — April 18, 2022 I. INVOCATION, PLEDGE & ROLL CALL Councilmember Kinlaw gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Monday, April 18, 2022 at 10:09 a.m. in the City Council Chamber, City Hall, with the following members present: Mayor Thurman Bill Bartie; Councilmembers Ingrid Holmes, Cal Jones, Thomas Kinlaw, III. and Kenneth Marks; City Manager Ron Burton; City Secretary Kelly Moore; City Attorney Valecia R. Tizeno and Sergeant At Arms Police Chief Tim Duriso. Councilmember Charlotte Moses joined the Special Meeting at 10:15 a.m. Mayor Pro Tern Donald Frank, Sr. was absent from the Special Meeting. II. PRESENTATIONS A Presentation By Staff Regarding Earth Day Clean Up On April 23, 2022 Capital Improvements Project Coordinator Jennifer Edwards gave the above-mentioned presentation. III. REDISTRICTING OVERVIEW A Discussion Regarding The City Of Port Arthur's Responsibilities For Redistricting Under Federal And State Law Including But Not Limited To Amendment 14 And 15 To The United States Constitution, U.S.C.A. And Section 2 Of The Voting Rights Act, 52 U.S.C.A. §10301; Part 1, Art. III, §1-2 Of The Charter Of The City Of Port Arthur, Texas; And Tex. Gov't Code Ann. §§ 2058.001 And 2058.002. City Attorney Tizeno and Bickerstaff Heath Delgado Acosta LLP Attorney Gunner Seaquist appeared before the City Council to give an overview of the redistricting process and schedule. Further discussion was held with action was taken. IV. WORKSHOP A Workshop To Discuss A Comprehensive Ordinance To Amend The City Of Port Arthur's Zoning Regulations, Zoning Map, And Comprehensive Plan In Accordance With Chapter 211 Of The Texas Local Government Code. Planning and Zoning Development Manager Larry Badon appeared before the City Council to answer inquiries regarding the above-mentioned topic. Further discussion was held with action was taken. V. *CLOSED MEETING (EXECUTIVE SESSION) Closed Meeting: (1) Section 551.074 Government Code — To Discuss The Duties, Responsibilities And Evaluations Of The City Attorney, City Manager and City Secretary The City Council recessed their meeting at 11:28 a.m. to meet in Executive Session to consider the above-mentioned topics and reconvened their meeting at 12:32 p.m. with the following members present: Mayor Bartle; Councilmembers Holmes, Jones, Kinlaw, Marks and Moses; City Manager Burton; City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Duriso. III. ADJOURNMENT OF MEETING Upon the motion by Councilmember Moses, seconded by Councilmember Marks and carried unanimously, the City Council adjourned their meeting at 12:32 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
