RECOMMENDATIONS:
The Police Department recommends that the City Council award the purchase
and training of three Patrol Dogs to Little Rock K-9 Academy in Little Rock, AR
for a total of $22,950.
BACKGROUND•
The City Council has previously approved the purchased of three Patrol Dogs for
the Police Department. The Police Department received pricing from three
companies as follows:

GENERAL INFORMATION
TYPE AOG:
We use German Shepherds, Belgian Malinois and Labrador Retrievers for Police Service Dogs. Our
dogs range in age from l year to 3 years. The dog should have a `working life" of 5-7 years or
longer, if no medical health problems develop. The price of each of our Police Service Dogs include:

FIANDLER TRAINING:
1. I-lattdler training is included in the price. As a part of insuring our dogs perform to the high
level expected. W e require the handler to attend the required number of training hours .Since
all our dogs are pre-t[ained the amount of handler training is usually 40 - 80 hours depending
on the handler's experience.
Z We also offer customized /Modified Handler's Courses for requested agencies.
3. The dog and handler must obtain a minimum of 85% of overall performance which includes a
written exam.
4. All training will be conducted atour training academy or at other sites chosen by our
Instructors.
MEDICAL GUARANTEE:
We guarantee all our dogs are free of any medicaVhealth problems. Our dogs are on INTERCEPTOR
heariworm preventive. Each of our dogs are professionally groomed, immunized, and completely
examined by our Vet within 24 hours of delivery. If our dog develops any medicallhealth problems
during the fast 2 years and it is determined the problem existed at the tune of delivery, the dog will be
replaced Free of Charge. (see Guarantee rtddendum)
PERFORMANCE GUARANTEE:
G[IARANTEEp FOR ONE YEAR: For sllhandlers/dogs that hsve completed our Handler School
and if the handler has done the required proficiency training. We suggest a minimum of 4 hours of
training per week. Little Rock K-9 Academy offers B hours of training per month (FREE) for the life

PAYMENT POLICY:
Upon accepting our proposaUbid, we may request tltc purchasing party to remit 50% of the cost of the
dog or the amount to procure the dog. The down payment is used as earnest money and to
secure/procttre the specified dog. The balanee is due upon completion of the advanced training and
when the dog is delivered to the handler.
FINANCING:
Ifneeded, we offer financing for the Agencies that are ready to iruplement a Police Service Dog
program, but are experiencing budget constraints. slow donations or unavailable grant money to make
an immediate purchases We can finance $1,000.00 to $10,000 wide payments as low as $150.00 per

Purchaser will be provided with Inoculation Records and Hip Radiographs. All these documents will
confirm a dog's good health and physical condition.

1 :year guarantee - a full warranty on General working ability like Prey Drive, Hunt Drive. Temperament,

Custom Import - in case of seeing a Custom Import or titled dog this one will be sold with an original
score book, Passport or fully guarantee its working ability.
Little Rock K-9 Academy -declares that the dog has been tested according to the standards for Police
Service Dogs and/or Narcotic Detector dogs and has been selected and evaluated in following areas.

EP _ EMENT POLICY:
If yow dog should fail to meet the above requirements beyond the 15-day Utrcandinnna! Guaraet¢e
duration and within the fist year (from date of Handler Certification), the dog will be replaced by a
canine chosen by Little Ruck h-9 Academy that meets or exceeds the above requirements, as soon as one
is available and Free of charge
No replacement will be given if the there is a handler change and that handler hasn't completed olrr
Handler's Corrrse.
No replacement will be given if the dog has been spayed, re-sold or not payed in full
No replacement will be given if the dog has bwn kept in no human living conditions or has been abused
No replacement will be given if the dog is overweight, underweight or has boon injwed.
No replacement will be given if Pwchase Agreement has expired or Pwchaser's Name has been changed
Replacement requests must be in writing with the exact specifics of why replacoment is beilt~ requested.
PURC$ASER'S RESPONSIBILTITES:
The Pwchaser/Handler agrees to keep the dog in good ]iviag conditions and will it properly maintain
training for intended purposes. In the event of a handler transfer within the first year of service, the new
handler t~s satisfactorily complete our Handl.ers's Cowse. The dog will also be inoculated against
communicable diseases and parasites as recommended by a qualified Veterinarian

We understand that your Department may be accepting bids /proposals from other Canine
Vendors and we encourage you to review them. R`e offer in most cases less than competitive
prices and one thing for sure, No one can beat the quality of our dogs and the customer service
that we offer. While considering the other bids ! proposals of our competitors, we would like far
you to see what sepazates us from the other companies:
Selection Test: Our rigorous selection tests for our police service dogs is done in a scientific
mamler. The dogs that we select for training arc tested in 14-21 different azeas. We demand dogs
with the ideal characteristics of drives, temperament, courage and social ability.
inin :Each of our dogs x711 undergo 4-6 weeks ofpre-training for the desired tasks such as
Narcotics Detection, Tracking, Building /Area Seazch and Criminal Apprehension. Each dog
will be st a certifiable stage before it is delivered.
Paymeut: Once you cormnit to procuring a canine from. us, we ask that yvu remit at least 50% aE
the cost of the dog so that we can secure an existing dog or acquire one that is specifically
selected for your needs. The balance will be due upon delivery of the dog.
Delivery of Canine: Each dog null be examined by a iicensed Veterinarian within 24 hours of
delivery and professionally groomed the day of delivery.

case law and a complete overview on the required training subjects. Since ALL of our dogs aze
pre-trained our courses aze typically one week for Detector dogs and two weeks for Defector /
Apprehension dogs. Unlike other companies that offer 3-fi weeks of handler school, during
which the handler is training his own dog, which results iu a sub standazd product.

Tony Smith (Owner/Trainer)
Tony Smith is the Owner and Trainer Of Little Rock R-9 Academy .Tony started Little Rock IC-9
Academy in 1983. He is also a Patrolman for the Shannon Hills Police Department. Since 1953
Tony has attended a variety of Police Canine Schools and Seminars throughout the United States.
These courses offered training in the azeas of Narcotic Detector Dogs, Police tracking dogs
obedience techniques, trairriug police service dogs. He has also completed an extensive seminar
conducted by the U.S. Border Patrol nn scientific selection testing dogs for nazcotic detector
dogs. Tony served four years on the Board of Directors and as a National Trainer for the National
Narcotic Dog Association. He is the Training Director and Competition Judge for the N.N_D.D.A.
(Arkansas Region). During his career, he has tr'tined and assisted over 800 canines with
certifications. Tony has received meritorious swards from. the Arkansas' Secretary of States
Office and the Little Rock Police Department for his achievements and contributions to public
Service. Tony specializes in producing superL quality Police Patrol arrd Narcotic Detedor
Dogs.
Chief Richnrd Friend (Chief Instructor)
Richard has been in Law $nforcement since 1995 and has quickly risen to the rank of Chief of
Police for the Shatuton Hills Police Department. He has completed courses in azeas such as: High
Risk Traffic Stops & Drug Interdiction, Callinsville,IL; Criminal & Highway Interdiction,
Houston, TX and Meridian, MS; Crime Scene Investigations, Illinois State Police; Training

Quantico, VA. Richard was a Canine Handler for seven years, promoted to Canine Supervisor for

Tony is the Canine Handler and the Canine Supervisor for the Saline County Sheri)i's
Department. 'Cony has received extensive training in all aspects of Obedience, Patrol and
Narcotic Detector Dog training. 'T'ony is a Certifying Official for the N.N.D.D.A. He is able to
certify canine handler teams in all aspects of the Police Service Dogs and Nazcotic Detector Dngs

GENERAL INFORMATION
TYPE OF DOGS:3166 DOGS HAVE PASSED THROUGH GLOBAL KEEP THE
NUMBER GROWING. Belgian Malinois, German Shepherds or Dutch
Shepherds or a combination if more than one dog is
purchased. We also have Labs. Our dogs range in age from 1
year to 9 years. Dog should have a working life of 6 to 8
years or longer, if no medical problems develop.
The MEDICAL GUARANTEE IS FOR SIX MONTHS. (NOTE: GUARANTEE
ONLY COVERS CONDITIONS THAT EXISTED BEFORE THE DOG LEFT
GLOBAL AND IS CERTIFIED BY A VET THAT THE CONDITION HAD TO
EXIST BEFORE THE DOG WAS SOLD. GUARANTEE DOES NOT COVER AN
INJURY (S) THAT HAPPEN IN THE LINE OF DUTY OR OFF DUTY NOR
DOES IT COVER BLOAT, HEAT STROKE, OR ANY OTHER CONDITION
THAT OCCURS AFTER THE DOG LEAVES GLOBAL)
HIPS FOR 2 years.
PERFORMANCE GUARANTEED FOR ONE YEAR. IF WE CANNOT FIX IT
WE'LL REPLACE IT, IF HANDLER HAS CONTINUED PROFICIENCY
TRAINING UPON DEPARTING GLOBAL.
HANDLER TRAINING.
1. Handler training is included in the price.
2. We do not guarantee graduation of the handler.
3. Handler must pass four performance requirements.
TRAINING OF THE DOG. It is trained and then matched with
the handler. You can expect the match up to occur 10-12
weeks after we receive the down payment. We will notify the
agency 2-3 weeks prior to the date the handler is required
to start class.
EVALUATION AND RECERTIFICATION SERVICE: We do offer
evaluation/recertification services: If the dog and handler
come to our location, the cost ranges from 200 to 600.00.
If we go to your location, the cost is 50.00 per hour, plus
all expenses.
PAYMENT: We normally require 50 percent down and the final
payment when the handler and dog are matched up. If a
purchase order or an official letter is provided, then
payment will be billed upon graduation of the handler.
NOTE: We do not give refunds once a dog is entered into
training. (If the dog is going overseas - all payments must
be made before handler and dog depart our location.)

I contacted Global Training Academy concerning the purchase of the dogs. Their quote
indicated patrol dogs but did not clarify the dogs as having drug detection or tracking
ability.
They informed me that for that type of animal the dogs would be $9,900 each. This now
makes Little Rock K-9 Academy the lowest bidder.
