RE: Authorization to amend the Contract between the Texas Department of Family
and Protective Services and the City of Port Arthur NFP Program by adding
$48,215.32. No additional cash match is required.
Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City of Port
Arthur Health Department to receive additional funding for the Nurse Family Partnership
Program in the amount of$48,215.32 not to exceed $728,215.32 for FY 2022.
Background: The Texas Department of Family and Protective Service awarded grant funds to
the City of Port Arthur to provide educational, health, guidance, and other resources for low-
income, first-time pregnant women during pregnancy, and during the first two years of their
infant's life through visits by highly trained registered nurses.
Budget Impact: Total payments received from this contract will not exceed $728,215.32 for
FY 2022. The additional funding of$48,215.32 is to cover emergency basic needs assistance
for families.
Recommendation:
It is recommended that City Council approve P.R. No. 22531 between the Texas Department
of Family and Protective Services and the City of Port Arthur.

RESOLUTION NO.
A RESOLUTION APPROVING THE TEXAS DEPARTMENT OF
FAMILY AND PROTECTIVE SERVICE TO ADD $48,215.32 TO
THE CITY OF PORT ARTHUR NURSE FAMILY PARTNERSHIP
PROGRAM FOR FY 2022 GRANT FOR THE TOTAL NOT TO
EXCEED $728,215.32
WHEREAS, the State of Texas, by and through the Texas Department of Family
and Protective Services (DFPS) awarded grant funds to eligible entities to support the
establishment and operation of local Nurse-Family Partnership (NFP) program to provide
educational, health, guidance, and other resources for low-income, first-time pregnant
women during pregnancy, and during the first two years of their infant's life through
visits by highly trained registered nurses; and,
WHEREAS, the City of Port Arthur Health Department has been a recipient of
these grant funds since 2009; and,
WHEREAS, on August 31, 2021, the Council approved Res. No. 21-359 for FY
2022 Nurse Family Partnership grant award of $680,000.00 and the 10% local city
match; and,
WHEREAS, now the Department of Family and Protective Service desires to add
$48,215.32 for emergency basic needs assistance for families with no additional city
match.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR:
Section 1. That,the facts and opinions in the preamble are true and correct.

Section 2. That, the City Council of the City of Port Arthur hereby authorizes
increasing the award amount between Texas Department of Family and Protective
Services (DFPS) and the City of Port Arthur for the Nurse-Family Partnership Program
for the total amount for FY 2022 not to exceed $728,215.32.
Section 3. That, a copy of the caption of this Resolution be spread upon the
Minutes of the City Council.
