Roberts,EIT, MEng, MBA, Director of Public Works RE: PR 22553- Ratification of the Plugging, Abandonment, and Repl. -ment of the Damaged Monitoring Well and Gas Probes at the Landfill Introduction: This agenda item intends to seek the City Council's ratification of the plugging, abandonment, and replacement of the damaged monitoring well and gas probes at the Landfill. Background: The Landfill's consultant has begun the emergency repair and upgrade of the monitoring well and gas probe as authorized by the City Council in Resolution 22-115.During its repair,the consultant identified additional unforeseen damages that must be plugged, abandoned, and replaced to prevent the further release of contaminants that can cause detrimental effects on human and animal health and the environment. These repairs must be completed within 60 days of discovery, and they were also needed to continue the required emergency work. Budget Impact: Funds are available in the Solid Waste — Landfill's Other Contractual Service Account, account number 403-50-320-5470-00-00-000-. Recommendation: It is recommended that the City of Port Arthur City Council approves PR 22553, ratifying the plugging, abandonment, and replacement of the damaged monitoring well and gas probes at the Landfill. A RESOLUTION RATIFYING THE CITY MANAGER'S DECISION TO APPROVE ADDITIONAL REPAIRS OF MONITORING WELL AND GAS PROBES AT THE LANDFILL BY SCS ENGINEERS OF HOUSTON, TEXAS, WITH THE BUDGETARY IMPACT OF $34,600.00. THE ADDITIONAL FUNDING IS AVAILABLE IN THE SOLID WASTE — LANDFILL'S OTHER CONTRACTUAL SERVICE ACCOUNT, ACCOUNT NUMBER 403-50-320-5470-00-00-000. WHEREAS, during its repair of the monitoring wells and gas probes authorized in Resolution Number 22-115 for $53,800.00, the contractor, SCS Engineers, observed additional unforeseen damages that require immediate replacement to further prevent the transfer of contaminants that may cause detrimental health and environmental effects; and, WHEREAS, the Landfill's TCEQ permit mandates probe replacement within 60 days of deficiency discovery; and, WHEREAS,pursuant to Section 252.022(a)(2),this expenditure is authorized to preserve or protect the public health or safety of the municipality's residents; and, WHEREAS, SCS Engineers of Houston,Texas,has plugged,abandoned,and replaced the damaged monitoring well and gas probes at the Landfill under emergency conditions authorized by the City Manager and provided in the included quote(see Exhibits A and B,respectively);now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct; and, THAT,to protect the health and safety of our citizens,the City Council of the City of Port Arthur hereby approves and ratifies the expenses of the plugging, abandonment, and replacement PR 22553 05/11/2022 FCR Page 2 of 3 of the damaged monitoring well and gas probes at the Landfill by SCS Engineers of Houston, Texas, with a budgetary impact of$34,600.00 as exhibited in Exhibit B; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. Roberts, Director of Public Works RE: Plug, Abandon, and Replace Damaged Monitoring Well and Gas Probes at the Landfill Resolution 22-115 authorized the emergency repair and upgrade of the monitoring well and gas probes at the Landfill following a Texas Commission on Environmental Quality (TCEQ) site inspection. During its repair of the monitoring wells and gas probes,the contractor,SCS Engineers,observed additional unforeseen damages that require immediate replacement to further prevent the transfer of contaminants that may cause detrimental health and environmental effects. The Landfill's permit mandates that probes are replaced within 60 days of deficiency discovery. The Landfill's contractor, SCS Engineers,is authorized to complete the additional work outlined in the attached letter. This authorized work will be presented to the City Council at its next meeting for ratification. During the recent repair of monitoring wells and gas probes at the City of Port Arthur Landfill,SCS personnel observed that the PVC casing below monitoring well MW-23 was damaged. In addition,the PVC casing below Gas probes GP-2, 3,and 4 were sheared off and were no longer intact. The scope of work includes, but is not limited to, the plug and abandonment of the monitoring well and gas probes and subsequent re-installation of the well and probes in the area of the original well and probes. In addition, all the bollards and well casings will be painted and brass monuments and well identification tags will be placed/replaced on all wells and probes. The items to be addressed for each well or probe are noted below. Please note that the permit requires probes to be replaced within 60 days of determining a probe is damaged. SCOPE OF WORK Monitoring Well and Gas Probe Plug, Abandonment and Replacement SCS will prepare a report to the TCEQ Executive director describing the extent of the damage to the monitoring well and gas probes with the recommendation that the well/probes are no longer suitable for sampling and should be replaced. Upon receipt of written authorization from the TCEQ,SCS proposes to conduct the following monitoring well/gas probe repairs: Monitor Well or Activity Gas Probe ID GP-2 Plug, abandon and replacement. This includes the preparation and submittal of the plug and abandonment report for the TCEQ and State of Texas. The replacement of this probe includes the protective casing, necessary surface completions including bollards, well development, and the installation report to the TCEQ and State of Texas. GP-3 Plug, abandon and replacement. This includes the preparation and submittal of the plug and abandonment report for the TCEQ and State of Texas. GP-4 Plug, abandon and replacement.This includes the preparation and submittal of the plug and abandonment report for the TCEQ and State of Texas. The replacement of this probe includes the protective casing, necessary surface completions including bollards, well development, and the installation report to the TCEQ and State of Texas. MW-23 Plug, abandon and replacement. This includes the preparation and submittal of the plug and abandonment report for the TCEQ and State of Texas. The replacement of this well includes the protective casing, necessary surface completions including bollards, well development, installation of a replacement pump and tubing, and the submittal of the necessary reports to the TCEQ and State of Texas. The materials generated during the plug and abandonment and well development will be disposed of at the Port Arthur Landfill. FEES SCS proposes to conduct the Monitoring Well and Gas Probe Plug and, Abandonment and Replacement on a lump sum basis for $34,600. As with other recent projects for the City, receipt of a Purchase Order will suffice for our notice to proceed. Any additional Services that the City may request with regards to this project(i.e.: meetings, permit modifications) or other tasks, will constitute a change order for additional services, or prepared as additional task orders.
