RE: P.R. NO. 22559 — Proposed Resolution calling for a public hearing for a zoning
Change from Single-Family to Planned Development District.
Introduction:
The Port Arthur City Council is being asked to approve Proposed Resolution No. 22559, calling
for a public hearing to consider granting a zoning change for approximately 3.578-acres of land
consisting of Tract II, Reserve "B", Fairway Estates, Port Arthur, Jefferson County, Texas. The
property is located north of Jimmy Johnson Boulevard and east of Golfhill Drive.
The purpose of the request is to develop a planned development district for the construction of
patio homes at said location.
Background:
On February 7, 2022, the property owner applied for a zoning change from single-family (SF)
to a Planned Development District (PD) for the development and construction of patio homes
in said location.
The current zoning ordinance does not specify patio homes as a use type; therefore, not
establishing development standards for said use. The planned development is being proposed
to establish development standards in line with the "Zero Lot Line" development standards as
stated in the Code of Ordinances, Appendix A, Section 23-900.
The Planning & Zoning Commission conducted a public hearing on May 16, 2022.

None
Recommendation:
It is recommended that City Council approve P.R. NO. 22559, calling for a public hearing to
consider granting a zoning change for approximately 3.578-acres of land consisting of Tract II,
Reserve "B", Fairway Estates, Port Arthur, Jefferson County, Texas. The property is located
north of Jimmy Johnson Boulevard and east of Golfhill Drive.
The public hearing shall be held on June 21 , 2022, at 10:00 a.m.

A RESOLUTION CALLING FOR A PUBLIC HEARING TO CONSIDER
GRANTING A ZONING CHANGE FOR APPROXIMATELY 3.578-ACRES
OF LAND CONSISTING OF TRACT II, RESERVE "B", FAIRWAY
ESTATES (NORTH OF JIMMY JOHNSON AND EAST OF GOLFHILL
DRIVE), PORT ARTHUR, JEFFERSON COUNTY, TEXAS, FOR THE
RESIDENTIAL DEVELOPMENT OF PATIO HOMES
Z22-02 (D&T INTEREST, LLC)
WHEREAS, it is being requested that City Council consider granting a zoning
change for the area delineated in Exhibit "A"; and,
WHEREAS pursuant to Chapter 211 in the Texas Local Government Code, a
public hearing must precede any zoning change.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
THAT the facts and opinions in the preamble are true and correct.
THAT the Planning and Zoning Commission reviewed the case on May 16, 2022.
THAT a public hearing to consider whether to grant the zoning change for
approximately 3.578-acres of land consisting of Tract II, Reserve "B", Fairway Estates
(north of Jimmy Johnson Boulevard and east of Golfhill Drive), Port Arthur, Jefferson
County, Texas, as delineated in Exhibit "A" shall be held on June 21, 2022, at 10:00 a.m.
in the City Council Chambers, Fifth Floor, City Hall, 444 4th Street, or by telephonic and
videoconference.
THAT notice of the public hearing shall be published at least fifteen days prior in
the City's official newspaper before going to the City Council.
THAT a copy of the caption of this Resolution is spread upon the Minutes of the
City Council.
