I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Jones gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Wednesday, May
18, 2022 at 9:39 a.m. in the City Council Chamber, City Hall, with the following
members present: Mayor Thurman Bill Bartie; Mayor Pro Tern Donald Frank, Sr.;
Councilmembers Ingrid Holmes, Cal Jones, Kenneth Marks and Charlotte Moses; City
Manager Ron Burton; City Secretary Kelly Moore; City Attorney Valecia R. Tizeno and
Sergeant At Arms Police Chief Tim Duriso.
Councilmember Thomas Kinlaw, III. was absent from the Special Meeting.
II. ITEMS REQUIRING INDIVIDUAL ACTION
A. Resolution
(1) P.R. No. 22550 — A Resolution Documenting That Pursuant
To The Amendment Of Section 9 Of Article II Of The City
Charter Approved At The May 2, 1992 City Election In The
City Of Port Arthur, Texas, District 1 Councilmember Shall
Serve As Mayor Pro Tern And Shall Act As Mayor During The
Absence Or Disability Of The Mayor And Shall Serve As
Mayor Pro Tern Until May 2023
The Mayor introduced the above-mentioned Proposed Resolution.
Upon the motion of Councilmember Marks, seconded by Councilmember Moses and
carried, Proposed Resolution No. 22550 was adopted becoming Ordinance No. 22-216.
Voting Yes: Mayor Bartie; Mayor Pro Tern Frank; Councilmembers Holmes, Jones,
Marks and Moses.
Voting No: None.

A RESOLUTION DOCUMENTING THAT

The City Secretary administered the Oath and Statement for the position of Mayor Pro
Tern to District One Councilmember Ingrid Holmes.
Mayor Pro Tern Holmes chaired the meeting.

Mayor Pro Tern Homes introduced the above-mentioned Proposed Ordinance.
Upon the motion of Councilmember Moses, seconded by Councilmember Jones and
carried, Proposed Ordinance No. 7065 was adopted becoming Ordinance No. 22-37.
Voting Yes: Mayor Pro Tem Holmes; Councilmembers Jones, Marks, Moses and Frank.
Voting No: None.

Mayor Bartle returned to chair the meeting.
The City Council recessed their meeting at 9:51 a.m. to meet in Executive Session to
consider the above-mentioned topics and reconvened their meeting at 10:43 a.m. with
the following members present: Mayor Bartle; Councilmembers Holmes, Jones, Marks
and Moses; City Manager Burton; City Secretary Bellard; City Attorney Tizeno and
Sergeant At Arms Chief Duriso.
MOTIONS IN OPEN SESSION:
The City Attorney read the following motion into the record:
Upon the motion of Councilmember , seconded by Councilmember
and carried the above-mentioned motion was adopted.
Voting Yes: Mayor Bartie; Mayor Pro Tern Frank; Councilmembers Holmes, Jones,
Marks and Moses.
Voting No: None.
The City Attorney read the following motion into the record:

III. ADJOURNMENT OF MEETING
Upon the motion by Councilmember Marks, seconded by Councilmember Moses and
carried unanimously, the City Council adjourned their meeting at 10:46 a.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
