INVOCATION, PLEDGE & ROLL CALL Councilmember Marks gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Tuesday, May 31, 2022 at 10:07 a.m. in the City Council Chamber, City Hall, with the following members present: Mayor Thurman Bill Bartie; Mayor Pro Tern Ingrid Holmes; Councilmembers Kenneth Marks, Charlotte Moses and Donald Frank, Sr.; Assistant City Manager Pamela Landford; City Secretary Sherri Bellard; City Attorney Valecia R. Tizeno and Sergeant At Arms Police Chief Tim Duriso. Councilmember Cal Jones joined the Joint Special Meeting at 10:29 a.m. The following Planning and Zoning Commissioners were present: Dr. Johnny Brown, Keith Richard, Dr. Rosalind Queen and Fernando Ramirez. II. PUBLIC HEARING — 10:00 A.M. A Public Hearing For The Purpose Of Receiving Public Comments To Consider Proposed Comprehensive Amendments And Revisions To The City's Comprehensive Zoning Ordinance, Including: Changes To Zoning Regulations And Zoning District Boundaries; Changes Affecting The Height, Number Or Stories And Size Of Buildings And Other Structures; Changes To The Percentage Of A Lot That May Be Occupied; Changes To The Size Of Yards, Courts And Other Open Spaces; Changes To Population Density; Changes To The Location And Use Of Buildings, Other Structures, And Land For Business, Industrial, Residential Or Other Purposes; Changes To The Bulk Of Buildings; And Changes To The Construction, Reconstruction, Alteration And Razing Of Buildings And Other Structures, Including In Designated Places And Areas Of Historical, Cultural Or Architectural Importance And Significance; And Amending The City Of Port Arthur's Comprehensive Plan To Conform To The Proposed Zoning Amendments And Revisions Adopted By The Proposed Ordinance. The Proposed Changes To The City's Zoning Ordinance Are Available Online At www.portarthurtx.gov And Available For Public Inspection At Port Arthur City Hall. Public Comments Can Be Made In Writing To The City Secretary. All Persons Are Invited To Attend And Will Be Given The Opportunity To Be Heard At The Public Hearing; For More Information Contact The City Secretary's Office, Email citvsecretarv@portarthurtx.gov; Or Phone (409) 983-8115 The Mayor introduced the above-mentioned Public Hearing at 10:10 a.m. Senior Planner Larry Badon and Attorney Scott Bounds appeared before the City Council and gave an overview of the above-mentioned item. The Mayor requested to hear from anyone present in the audience who wished to speak regarding the above-mentioned item. No one appeared before the City Council to address the above-mentioned item. Upon the motion of Councilmember Moses, seconded by Mayor Pro Tem Holmes and carried unanimously, the City Council closed the Public Hearing at 10:28 a.m. III. ITEMS REQUIRING INDIVIDUAL ACTION A. Resolutions (2) P.R. No. 22605 — A Resolution Directing The Planning And Zoning Commission To Prepare A Final Report To The City Council As It Pertains To Comprehensive Amendments And Revisions To The City's Zoning Ordinance And Comprehensive Plan The Mayor introduced the above-mentioned Proposed Resolution. Upon the motion of Councilmember Marks, seconded by Mayor Pro Tem Holmes and carried, Proposed Resolution No. 22605 was adopted becoming Resolution No. 22-243. Voting Yes: Mayor Bartle; Mayor Pro Tem Holmes; Councilmembers Marks, Moses and Frank. Voting No: None. The caption of Resolution No. 22-243 reads as follows: RESOLUTION NO. 22-243 A RESOLUTION DIRECTING THE PLANNING AND ZONING COMMISSION TO PREPARE A FINAL REPORT TO THE CITY COUNCIL AS IT PERTAINS TO COMPREHENSIVE AMENDMENTS AND REVISIONS TO THE CITY'S ZONING ORDINANCE AND COMPREHENSIVE PLAN (1) P.R. No. 22604 — A Resolution Honoring The Victims Of The Tragedy In Uvalde, Texas And Expressing Condolences To The Parents, Families, City Officials And The Entire Community The Mayor introduced the above-mentioned Proposed Resolution. Upon the motion of Jones, seconded by Councilmember Marks and carried, Proposed Resolution No. 22604 was adopted becoming Resolution No. 22-244. Voting Yes: Mayor Bartie; Mayor Pro Tern Holmes; Councilmembers Jones, Marks, Moses and Frank. Voting No: None.
