Introduction:
The intent of this Agenda Item is to seek the City Council's approval of P. R. #22582 that
authorizes an eleven-month contract extension with the City of Port Arthur Health Department's
Community Development Block Grant-Coronavirus Grant.
The Health Department has requested a contract extension. The extension will give the Health
Department time to expend the remaining grant funds. The contract termination date will change
from July 20, 2022, to June 30, 2023.
Background:
The City of Port Arthur was awarded $678,123 from the Department of Housing and Urban
Development for activities that prevent, prepare, and respond to the Coronavirus.
Resolution #20-232 awarded the Port Arthur Health Department $598,123 to conduct contact
tracing, COVID-19 vaccinations, and to cover administrative expenses.
Budget Impact:
Project number COV102.GRA.CDB.
Recommendation:
It is recommended that City Council approve P. R. # 22582 as discussed above.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXTEND
THE INTERDEPARTMENTAL AGREEMENT EXPIRATION DATE
WITH THE CITY OF PORT ARTHUR HEALTH DEPARTMENT FROM
JULY 20, 2022 TO JUNE 30, 2023 FOR THE PURPOSE OF CONTINUING
THE COMMUNITY DEVELOPMENT BLOCK GRANT—CORONAVIRUS
(CDBG-CV) FUNDING FOR PUBLIC SERVICE SUPPORT AND
ACTIVITIES RELATED TO CORONAVIRUS PANDEMIC. PROJECT
#C0V102.GRA.CDB.
WHEREAS, The Department of Housing and Urban Development (HUD) awarded
$678,123.00 of Coronavirus Grant funding to the City of Port Arthur for activities that prevent,
prepare for, and respond to the Coronavirus; and,
WHEREAS,pursuant to Resolution No. 20-232, Council authorized an Interdepartmental
Agreement with the City of Port Arthur's Health Department which provided$598,123.00 in grant
funding to administer the CDBG-CV public support and activities; and,
WHEREAS, the agreement is set to expire on July 20, 2022; however, the Health
Department has submitted a requested for a contract extension to expend the remaining grant
funds, see Attachment#1; and,
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby authorizes the City Manager to extend the
interdepartmental agreement expiration date with the City of Port Arthur's Health Department
from July 20, 2022 to June 30, 2023.
Section 3. That the City Manager is designated to sign the necessary documents in
connection with the contract extension.
Section 4. That a copy of the caption of this Resolution be spread upon the minutes of the
City Council.

Re: Extension of CDBG Funds COV102 &COV302
This round of CDBG funding has successfully helped the COVID vaccination clinic. These
funds have supported the hiring of a full time COVID vaccination nurse, a part-time COVID
vaccination nurse and an COVID administration personnel.
This memo is "submitted to request the CDBG funds to be extended to allow more time to
utilize these funds and time to keep personnel in place within the health department. These
funds have helped tremendously with the demand placed upon the health department to
provide necessary COVID vaccines and notification of COVID cases for the citizens of Port
Arthur. Your consideration is greatly appreciated.
We are requesting extending the period to 6/30/23 or until all funding has been used.
