PR 15370: TRIANGLE WASTE SOLUTIONS CONTRACT - LEACHATE HAULING AT LANDFILL
MEMORANDUM PUBLIC WORKS DEPARTMENT TO: Stephen B. Fitrgibbons, City Manager FROM: Ross E. Blackketter, P.E., Director of Public Works SUB7ECT: P. R.# 15370, Triangle Waste Solutions for Leachate Hauling at City Landfill DATE: 09 July 2009 RECOMMENDATION: It is recommended that the City Council approve Proposed Resolution No. 15370 authorizing the City Manager to execute the third year of a three (3) year renewable contract with Triangle Waste Solutions of Port Arthur, Texas to provide leachate hauling from the City landfill to the Port Acres Wastewater Treatment Plant at a rate of $51.06 per hour. Funds are available in account 403-1274-533.59-00. BACKGROUND: Leachate is the liquid result of biodegradation of the waste placed with the landfill. This leachate is collected in onsite tanks and is then transported to the nearest available wastewater treatment plant. Historically, Triangle Waste Solutions has provided this service with a vacuum truck. Last year's rate was $54.03 per hour, which is being decreased to $51.06 per hour based on the 5.5% decrease in the Consumer Price Index from May 2008 to May 2009. BUDGETARY/FISCAL EFFECT: Funds are available in account 403-1274-533.59-00. EMPLOYEE/STAFF EFFECT: None. A RESOLUTION AUTHORIZING THE THIRD YEAR OF A THREE YEAR RENEWABLE CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND TRIANGLE WASTE SOLUTIONS OF PORT ARTHUR, TEXAS FOR LEACHATE HAULING AT THE CITY LANDFILL FOR A FEE OF $51.06 PER HOUR. FUNDING IS AVAILABLE IN ACCOUNT N0.403-1274-533.51-01 WHEREAS, The City must haul the leachate generated at the City's Landfill to the Port Acres Wastewater Treatment Plant; and, WHEREAS, Triangle Waste Solutions of Port Arthur, Texas has completed the second year of a three year renewable contract; and, WHEREAS, The Consumer Price Index (CPI) for transportation has decreased 5.5% over the twelve months that ended May 2009 (see Exhibit ~~A'~; and, WHEREAS, with the CPI decrease the new rate will be $51.06 per hour; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the contract with Triangle Waste Solutions of Port Arthur, Texas for leachate hauling from the landfill at a rate of $51.06 per hour is herein renewed; and, THAT a duly authorized representative of Triangle Waste shall sign this Resolution agreeing to the terms hereof; and, THAT funding is available in FY2009 Budget Account No. 403-1274-533.51-01; and, THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
