Introduction:
The intent of this Agenda Item is to seek the City Council's approval of P. R. #22620 to execute and
reprogram $117,933 of Community Development Block Grant funds from the Public Works
Department to the Parks and Recreation Department for park improvement projects in low to
moderate-low-income areas of the City including People's Park and the downtown Pavilion.
The Agenda Item will also authorize a contract with the Parks and Recreation Department for
$174,155.97.
Background:
Per Resolution 20-182,the Grants Management Division and the Public Works Department agreed that
$117,933 of Community Development Block Grants funds were allocated for sidewalk improvements.
The agreement has expired, and the funding is available for reprogramming to the Parks and Recreation
Department for park improvements.
Budget Impact:
Funding will come from a grant from the Community Development Block Grant program.
Recommendation:
It is recommended that City Council approve P. R. #22620.

RESOLUTION NUMBER
A RESOLUTION AUTHORIZING THE REPROGRAMMING OF $117,933
OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS
FROM THE PUBLIC WORKS DEPARTMENT TO THE PARKS AND
RECREATION DEPARTMENT FOR SIDEWALK IMPROVEMENTS
ADJACENT TO A CITY PARK IN A LOW TO MODERATE AREA OF THE
CITY. THE RESOLUTION ALSO AUTHORIZES A CONTRACT TO BE
EXECUTED WITH THE PARKS AND RECREATION DEPARTMENT.
WHEREAS, Per Resolution 20-182, in an agreement between the Grants Management
Division and the Public Works Department, $117,933 of Community Development Block Grants
funds were allocated for sidewalk improvements. The agreement has expired, and the funding is
available for reprogramming; and,
WHEREAS, the Parks and Recreation Department has requested CDBG funding to
complete an engineering and design report for sidewalk repairs to People's Park, the Pavilion, or
any other park located in a CDBG eligible area; and,
WHEREAS, an Interdepartmental agreement for $174,155.97 will be executed with the
Parks and Recreation Department. The funding includes $117,933 from the reprogramming of
CDBG funds from the Public Work Department and $56,222.97 per Resolution number 21-472
for the"Keep the Clean"project; and,
WHEREAS, the City Council now finds it desirable and appropriate to reprogram
$117,933 of CDBG funds and execute a CDBG agreement for $174,155.97 for park
improvement projects that benefit low to moderate-low-income areas of the City; and,
WHEREAS, the City Council is required to designate an official to sign all documents
related to the reprogramming of CDBG funds and the Interdepartmental Agreement with the
Parks and Recreation Department, see Attachment"A".
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT,the facts, and opinions in the preamble are true and correct.
THAT, the City Council authorizes the City Manager to reprogram $117,933 from the
Public Works sidewalk improvement project to the Parks and Recreation for sidewalk
improvements adjacent to a City Park in an eligible CDBG area. The City Manager is authorized
to execute a contract with the Parks and Recreation Department for$174,155.97.
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.

INTERDEPARTMENTAL AGREEMENT
This Interdepartmental Agreement (Agreement) was entered between the Grants Management Division
and the Park and Recreation Department.
I. PURPOSE
This Interdepartmental Agreement aims to provide Community Development Block (CDBG)
funds to the Parks and Recreation Department for park improvement projects.
II. TIME OF PERFORMANCE
The Time of Performance under this Agreement shall begin June 22, 2022, and end on
June 21, 2023.
III. SERVICES PROVIDED
The Parks and Recreation Department will perform park improvements, including
engineering and design studies, sidewalk replacement, and clean-up activities for parks
located in low and moderate-low CDBG eligible areas of the City.
IV. BUDGET
$174,155.97 from Community Development Block Grant funds.
V. PROGRAM STANDARDS
Projects undertaken must principally be of direct benefit to low-and moderate-income
persons or the project must benefit a low to a moderate-low-income area of the City of Port
Arthur.
VI. PROGRAM REQUIREMENTS
Program in receipt of funds under this Agreement must comply with City of Port Arthur
Procurement Procedures and 24 CFR 570 and 2 CFR Part 200.
VII. PERFORMANCE STANDARDS
The Parks and Recreation Department or the assigned designee shall perform the work
specified in this Agreement reasonably and prudently.
VIII. REPORTS
Monthly reports are due by the 28th day of each month and include the activities completed.
IX. AMENDMENTS
Any amendments to this Agreement must be made in writing and approved by both parties.
