COMMENT
RECOMMENDATION
I recommend Proposed Resolution No. 15383 authorizing the City Manager to negotiate a
contract with Brown Reynolds Watford Architects Inc., of College Station, Texas for the Design
of a new fire station located at 5030 South Gulfway in Sabine Pass.
BACKGROUND
The Purchasing Department advertised a Request for Qualification on June 7, 2009 and June 14,
2009 and received Statement of Qualifications on July 1, 2009 from eleven (11) respondents.
These submittals were reviewed by City Staff and scored using the published evaluation criteria;
the list was narrowed to four (4) prospective candidates. Interviews were held with the four
candidates and scored using the published evaluation criteria. I recommend the highest scorer,
Brown Reynolds Watford Architects Inc., for the design of the new fire station.
BUDGET/FISCAL EFFECT
The City is working with FEMA and its insurance carrier to secure funding for the ne~v fire
station.
STAFFING/EMPLOYEE EFFECT
None
SUMMARY

A RSSOLIITION AIITHORIZING THE CITY MANAGER TO
NEGOTIATE A CONTRACT WITH BROWN REYNOLDS WATFORD
ARCHITECTS INC. FOR DESIGN OF THE NSW FIRE
STATION NIIMBER 4 LOCATED AT 5030 SOIITH GIILFWAY IN
SABINE PASS
WHEREAS, Fire Station Number 4 was destroyed by
Hurricane Ike in September of 2008; and
WHEREAS, the City of Port Arthur has received
qualification statements from eleven (11) firms concerning
the design of the new fire station; and
WHEREAS, City Staff narrowed the selection to four
(4) candidates who were interviewed; and
WHEREAS, City Staff having reviewed such statements
and interviews, and scoring each using the published
Evaluation Criteria, finds that Brown Reynolds Watford
Architects Inc. has the highest rating and recommends same
to perform the design of this project (See Exhibit "A").
WHEREAS, the City Council of the City of Port Arthur
finds it to be in the best interest of the citizens of Port
Arthur to negotiate a contract for the Design of the new
fire station.
NOW THEREFORE, HE IT RESOLVED BY THE CITY CODNCIL OF
THE CITY OF PORT ARTHIIR:
Section 1. That the facts and opinions in the
preamble are true and correct.
Section 2. That the City Manager of the City of Port
Arthur is hereby authorized and directed to negotiate a
contract on behalf of the City of Port Arthur for the
design of the new fire station.
Section 3. That a copy of the caption of this
resolution shall be spread upon the Minutes of the City
Council.
