RECOMMENDATIONS:
It is recommended that the City Council adopt Proposed Resolution No: authorizing the City
Manager to execute an Interlocal Contract with the City of Beaumont, Jefferson County, Jasper
County, Hardin County and Orange County to secure funding from the State of Texas Automobile
Theft Prevention Authority for operation of the Southeast Texas Auto Theft Task Force.
BACKGROUND:
The Port Arthur Police Department is a member of the Southeast Texas Auto Theft Task Force. The
City of Beaumont Police Department is the Grantee. Annually, the participating entities must sign an
Interlocal Contract to obtain funding from the State of Texas Automobile Theft Prevention Authority.
The City Council must authorize the City Manager to enter into the Interlocal Contract in order that
the Port Arthur Police Department may remain a member of the Task Force.
BUDGET/FISCAL EFFECT:
This grant funds the salary and fringe benefits of one detective (with the exception of retirement
funds). The retirement portion of the contract requires a cash match. No "in kind" funds are required
from the City of Port Arthur. The Police Department will cover vehicle operating expenses, which
includes fuel, oil and maintenance at an estimated cost of $5,941.00 In addition, the City of Port
Arthur will be required to pay $144 for pager lease and $480.00 for cell phone service. The total cash
match required- of the City will be $16,897.00. The grant will be funding $83,241.00. The total
Department budget is $99,514.00.
STAFF/EMPLOYEE EFFECT:
There is no effect on staffing.
SUMMARY:
The Police Department recommends that the City Councii approve Resolution 14866 authorizing the
City Manager to execute an Interlocal contract with the City of Beaumont, Jefferson County, Jasper
Couri ` and ange County to secure funding from the State of Texas Auto Theft Task force.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN
INTERLOCAL CONTRACT WITH THE CTTY OF BEAUMONT, JEFFERSON
COUNTY, JASPER COUNTY, AND ORANGE COUNTY TO SECURE GRANT
FUNDING FROM THE STATE OF TEXAS AUTOMOBILE THEFT
PREVENTION AUTHORITY FOR OPERATION OF THE SOUTHEAST TEXAS
AUTO THEFT TASK FORCE
WHEREAS, the City of Beaumont has received a grant for the period of September
1, 2009 through August 31, 2010; and,
WHEREAS, the Port Arthur City Council desires to enter into an Interlocal
Contract with the City of Beaumont (as grant holder), Jefferson County, Jasper
County, and Orange County for the purpose of securing grant funding from the
Automobile Theft Prevention authority of the State of Texas for operation of the
Southeast Texas Auto Theft Task Force for the continuation of the grant through
August 31, 2010, copy attached as Eahibit "A".
NOW, THEREFORE, BE TT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR, TEXAS:
Section 1. The facts and opinions in the preamble are true and correct.
Section 2. That the City Council of the City of Port Arthur hereby '
authorizes the City Manager to execute an Interlocal Contract and cooperative
working agreement with the City of Beaumont (as grant holder), Jefferson County,
Jasper County, and Orange for the purpose of securing grant funding from the
State of Texas Automobile Theft Prevention authority for operation of the Southeast
Texas Auto Theft Task Force for the continuation of the grant through August 31,
2010, in substantially the same form as attached hereto as Eahibit "A".
Section 3. That the City of Beaumont will forward atl signature pages to the
City Secretary.
Section 4. That the parties are seeking grant funds of $ 575,240.00 with the
City of Port Arthur contributing matching funds of $16,273.00. la addition no "in
kind" funds are required of the City of Port Arthur. The City wilt provide pager
lease and cell phone service for $ 624.00. The total cost to the City is $16,897.00.
Other parties will provide matching funds of $ 507,867.00.
Section 5. That a copy of the Resolution be spread upon the minutes of the
City Council.
