RECOMMENDATION:
I recommend that the Ciry Council adopt Proposed Resolution 15352 authorizing
Community Development Block Grant contracts for program year 2009.
BACKGROUND:
Pursuant to the United States Department of Housing and Urban Development (HUD)
according to Section 24CFR was awarded funding in the amount of $1;382,405 for
Community Development Block Grant Funds (CDBG) to the City of Port Arthur for the
primary benefit of lo~v and moderate income persons.
BUDGETARY/FISCAL IMPACT:
Funding is available in the Community Development Block Grant (CDBG) ~Sih program
year.
STAFFING/EMPLOYEE EFFECT:
Funding will not have an effect on our staffing level.
SUMMARY:
I recommend that the City Council adopt Proposed Resolution 15352 that approves
Community Development Block Grant contracts for 2009.

A RESOLUTION AUTHORIZING THE EXECUTION OF CONTRACTS
BETWEEN THE CITY OF PORT ARTHUR AND THE NON PROFIT
SERVICE ORGANIZATIONS FOR PUBLIC SERVICE ACTIVITIES, IN THE
AMOUNT OF $93,000, THIS BEING $5,000 FOR GIFT OF LIFE, $11,000 FOR
NUTRITION & SERVICE FOR SENIORS, $5,000 FOR LAW ACADEMY,
$6,000 FOR PORT ARTHUR FLYERS TRACK CLUB, $15,000 FOR SET
REGIONAL PLANNING COMMISSION; $2,500 FOR CAMP FIRE, $2,000
FOR YMCA, $12,500 FOR CATHOLIC CHARITIES; $10,000 FOR
PROGRAM OF HEALTH EXCELLENCE; $2,000 FOR ELLIS HOSPITALITY
CENTER, $5,000 FOR JAb4ES HOPE CENTER, $2,000 FOR SAMARITAN
COUNSELING CENTER; $1,500 FOR IEA -INSPIRE, ENCOURAGE,
ACHIEVE, $10,000 FOR LAMAR AND $3,500 FOR COMMUNITY
RETIREMENT HOME, INC. OF PORT ARTHUR FOR THE BENEFIT OF
THE LOW AND MODERATE INCOME RESIDENTS OF THE CITY.
WHEREAS; the public services organizations were chartered as Texas
non-profit corporations that are organized to serve the needs of the citizens in the
community; and,
WHEREAS; the Department of Housing and Urban Development has
awazded funding to the City in the amount $1,382,405 pursuant to the Housing and
Development Act of 1974 for the primary benefit of low and moderate income persons;
and,
WHEREAS; the City Council now finds it desirable and appropriate to
provide funds in the amount of $93,000, being $5,000 for the Gift of Life,
$11;000 for Nutrition & Services for Seniors, $5,000 for Law Academ}, $6,000 for Port
Arthur Fliers Track Club, $15,000 for SET Regional Planning Commission, $2,500 for
Camp Fire; $2,000 for YMCA, $12,500 for Catholic Charities, $10,000 for The Program
of Health Excellence, $2,000 for Ellis Hospitality Center, $5,000 for James Hope Center,
$2,000 for Samaritan Counseling Center, $1,500 for IEA -Inspire, Encourage, Achieve,
$10,000 for Lamar and $3,500 for Community Retirement Home, Inc. to benefit low and
moderate income residents of the city; and,
WHEREAS, the City Council, by its adoption of Resolution Number 09-
129, (authorizing submission of a 35`h Year Consolidated Plan) has obligated itself to
provide financial assistance to Port Arthur non-profit organizations listed; and
WHEREAS; the City Council, is required to designate an official to sign
all documents in connection with amendments to the applications and grant agreements;
now, therefore,
ARTHUR:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
THAT the City Manager is authorized to execute contracts with the public
services organizations, in the amount of Ninety Three Thousand Dollazs ($93,000) for
the proposal outlined herein and further described in the attached contract marked
Attachments 1 through 15; and,
THAT said contracts aze an exact duplicate of the Newly Federally funded
Community Development Block Grant subrecipient contracts, which are the standard
contracts that the city will be using, and is hereby incorporated by reference; and said
changes are hereby approved.
THAT a copy of the caption of this Resolution be spread upon the minutes
of the Ciri~ Council.
