R. #22608 Introduction: The intent of this Agenda Item is to seek the City Council's approval of P. R. #22608 for the 2022 Community Development Block Grant(CDBG) allocations for$1,082,136. Background: The Department of Housing and Urban Development has allocated $1,082,136 in Community Development Block funds for Program Year 2022. The Grant funds must benefit low or moderate-income neighborhoods or households. The 2022 allocation is a $57,077 decrease from the 2021 allocation of$1,139,213. Public Service projects are eligible for CDBG funding but, funding for public services activities cannot exceed 15%of the City's annual allocation($162,320.40). Staff Recommendation: The staff has based its funding recommendation on the following criteria: 1. Funding availability 2. Past Performance 3. Number of the person served 4. Priority Needs A total of seven (7) CDBG public service organizations submitted applications to the Grants Management division. These same organizations were awarded grant funding in the program year 2021. Staff recommends funding the organizations at the same level as last year. The Parks and Recreation Department has requested grant funding to assist with engineering, design, and construction improvements including sidewalks to the People's Park and the downtown Pavilion. Staff recommended allocating $147,836 to support Parks efforts to revitalize City Parks. Since housing assistance is a high priority for the City, most of the CDBG funds will benefit low to moderate-income families needing housing assistance or repair. City Council is responsible for approving final allocations. Staff recommendations are not absolute but only a guide for the City Council. Budget Impact: Community Development Block Grant is the funding source. Recommendation: It is recommended that City Council approve P. R. #22608. P. R. #22608 06/02/2022 M. Essex Page 1 RESOLUTION NUMBER A RESOLUTION APPROVING THE 2022 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDING ALLOCATIONS IN THE AMOUNT OF $1,082,136 FOR THE CITY OF PORT ARTHUR WHEREAS,pursuant to the Housing and Urban Development Act of 1974,the public Law 93-383,the City will submit to the United States Department of Housing and Urban Development (HUD)the FY 2022 Community Development Block Grant allocations in the amount of$1,082,136; and, WHEREAS,the 2022 Consolidated Plan will include a proposed list of Projects for the 2022 program year(see Attachment"A"); and, WHEREAS,the City Council, is required to designate an official to sign all documents in connection with the proposed list of Projects for the program year 2022. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: THAT the proposed list of Projects for 2022, see Attachment"A", is hereby approved, and adopted by the City Council of the City of Port Arthur to assure compliance with the Housing and Urban Development Act of 1974, amended public law 93-383. THAT the City Manager is designated to sign all documents in connection with the proposed list of projects; and, THAT a copy of the caption of this Resolution be spread upon the minutes of the City Council.
