Solutions for 63 months.
Introduction:
There is a need to lease a copier at The Press Building.
Background:
The City of Port Arthur Section 4A Economic Development Corporation has received an agreement from
Hernandez Office Solutions, a Buy-Board approved vendor for the City of Port Arthur for a Xerox copier
for The Press Building. This copier is state of the art and handles high volume, high capacity, and prints
70 pages per minute. The copier also scans and faxes and has a finisher that staples, creases for booklets,
and also has the capability to create 60 page booklets.
Staff recommends that the copier is leased for 63 months and such lease has a base cost is $201.23 per
month, and$27.00 for up to 3,000 copies. Overages on copies will be billed at$0.009 per black and white
copy and$0.05 per color copy. Therefore the anticipated monthly bill is$228.23 with no overages. At the
end of the 63 month lease,the copier will be returned to the company and the PAEDC will at that time have
to lease or purchase a copier. Staff believes that this is in the best interest for The Press Building as the
copier technology will change in five years and leasing it is the better option just as the other technology is
leased in the building.
Budget Impact:
The budget impact for this item is$2,414.76 annually; $12,677.49 over the 63 months. Funds are
available in EDC Account No. 120-80-625-5470-00-00-000.
Recommendation:
It is recommended that the PAEDC Board of Directors approve the agreement to lease the copier from
Hernandez Office Solutions.

A RESOLUTION AUTHORIZING THE CITY OF PORT ARTHUR
SECTION 4A ECONOMIC DEVELOPMENT CORPORATION TO ENTER
INTO A CONTRACT WITH HERNANDEZ OFFICE SOLUTIONS OF
NEDERLAND, TEXAS FOR A COPIER LEASE FOR 63 MONTHS. IN
THE AMOUNT OF $2,414.76 ANNUALLY; $12,677.49 OVER THE 63
MONTHS. FUNDS AVAILABLE IN EDC ACCOUNT NUMBER 120-80-
625-5470-00-00-000.
WHEREAS,the Port Arthur Economic Development Corporation desires to lease a copier
from Hernandez Office Solutions for 63 months as described in Exhibit"A" attached hereto; and
WHEREAS, said copier will be for the use of co-working members and tenants of The
Press Building; and
WHEREAS, Chapter 271 of the Texas Local Government Code allows the participation
in cooperative purchasing programs, such as BuyBoard Cooperative Purchasing Program
("BuyBoard") as an alternative to formal bid process; and
WHEREAS, the copier lease was obtained through Buy-Board approved vendor for the
City of Port Arthur and was approved by the Port Arthur Economic Development Corporation
Board of Directors at its regular board meeting on June 6, 2022.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council approves the lease of the copier for The Press Building
as delineated in Exhibit"A" attached hereto.
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the
City Council.
