NO. 22635 — Proposed Resolution authorizing the purchase of property on 61st Street/Ray Avenue, Port Acres, Port Arthur, TX. Introduction: The Port Arthur City Council is being asked to approve Proposed Resolution No. 22635, authorizing the City Manager and City Attorney to purchase property located on the northeast corner of Ray Avenue and 61st Street and legally described as Lots 16 and 17, Block 16, and adjoining 100' wide strip, Port Acres Subdivision, Port Arthur, Jefferson County, Texas. Background: The City of Port Arthur Fire Department has conducted a study on the relocation of Fire Station No. 3 located in the Port Acres area withing the corporate city limits. Based on their analysis, it has been determined that the relocation to the proposed area would accommodate a larger area of fire protection (by radius) and would provide an area for potential expansion. The Port Arthur Independent School District (P.A.I.S.D.) is the owner of said property and has agreed to convey the property to the City for fair market value (FMV). If approve by City Council, the City will close on the property on June 22, 2022. Budgetary Impact: Fair Market Value: $53,500.00; Funding available in Capital Account: 307-21-049-8512-00-10- 000; Project No. B00013. Recommendation: It is recommended that City Council approve P.R. NO. 22635, authorizing the City Manager and City Attorney to purchase property located on the northeast corner of Ray Avenue and 61st Street and legally described as Lots 16 and 17, Block 16, and adjoining 100' wide strip, Port Acres Subdivision, Port Arthur, Jefferson County, Texas. A RESOLUTION AUTHORIZING THE CITY MANAGER AND THE CITY ATTORNEY TO PROCEED WITH THE PURCHASE OF 1.467-ACRES TRACT OF VACANT LAND LOCATED AT THE NORTHEAST CORNER OF RAY AVENUE AND 61ST STREET, FROM THE PORT ARTHUR INDEPENDENT SCHOOL DISTRICT (PAISD) FOR THE PURPOSE OF CONSTRUCTING A NEW FIRE STATION; FUNDING AVAILABLE IN CAPITAL ACCOUNT NO. 307-21-049-8512-00-10-000; PROJECT NO. B00013 WHEREAS, on February 15, 2022, City Council authorized a Motion in Open Session to proceed with the purchase of approximately 1.4438 acres of land, legally described as part of Lots 16 and 17, Block 16, and adjoining 100' wide strip, Port Acres Subdivision, located at the northeast corner of Ray Avenue and 61st Street from the Port Arthur Independent School District (PAISD) for the fair market value amount of $53,500.00; and WHEREAS, the land acquisition is intended for the relocation and construction of a new Fire Station No. 3 to serve the residents residing in the Port Acres area; and WHEREAS, the Motion further authorized the City Manger to execute a sale/purchase contract with final approval to be made by Council. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the purchase of the 1 .467 acres tract of land from PAISD located on the northeast corner of Ray Avenue and 61st Street vacant land purchase will be contingent upon clear and satisfactory results of an environmental assessment. Section 3. That the City Manager and the City Attorney shall be authorized to execute the necessary closing documents for the said purchase. Section 4. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council P.R.
