No. 15398 as it is pertaining to authorizing the City of Port Arthur Section 4A Economic Development Corporation to offer a scholarship to a Port Arthur senior going to a two or four year college or university to pursue a degree in Economic Development or any of the following related degrees: Economics, Real Estate, Urban Planning & Design, Community Environment & Planning and Landscape Architecture. After discussions with the City Attorney and Guy Goodson, this program will be coupled with an internship program with required presentations and reporting as well as participation in internship programs at the EDC offices so that the applicant can increase his cognitive development of EDC projects and assist therein. A RESOLUTION AUTHORIZING THE CITY OF PORT ARTHUR SECTION 4A ECONOMIC DEVELOPMENT CORPORATION TO OFFER PORT ARTHUR ECONOMIC DEVELOPMENT SCHOLARSHIP/INTERNSHIP PROGRAMS TO PORT ARTHUR SENIORS GOING TO A TWO OR FOUR YEAR COLLEGE OR UNIVERSITY TO PURSUE A DEGREE IN ECONOMIC DEVELOPMENT OR ANY OF THE FOLLOWING RELATED DEGREES: ECONOMICS, REAL ESTATE, URBAN PLANNING & DESIGN, COMMUNITY ENVIRONMENT & PLANNING AND LANDSCAPE ARCHITECTURE. WHEREAS, the City of Port Arthur Section 4A Economic Development Corporation Board of Directors desire to provide an annual scholarship to a two or four year college or university to a Port Arthur resident; and WHEREAS, the scholarship will provide some financial assistance opportunities for Port Arthur residents who plan to pursue a degree in economic development or any of the following related degrees, Economics, Real Estate, Urban Planning & Design, Community Environment & Planning and Landscape Architecture, Communication, Public Administration, Environmental Science or any other degrees that meet the demands of today's manufacturing, industrial, recycling distribution and warehousing industries; and WHEREAS, the applicant must have scholastic achievement, leadership, community involvement and express a firm commitment; and WHEREAS, the scholarship will be in the annual amount of $4,000 or $8,000 (depending on degree plan), to be distributed in four or eight segments over the course of a two-year or four-year college program. WHEREAS, the program will be ancillary to an internship program wherein the applicant will be required to make presentations to the EDC Board of Directors as to the status of their studies and how they impact economic development with suggestions as to the EDC programs as well as coupled with participation in internship programs at the EDC offices so that the applicant can increase his cognitive development of EDC projects and assist therein NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council is hereby authorizing the City of Port Arthur Section 4A Economic Development Corporation to offer a Port Arthur Economic Development Scholarship program as delineated in Exhibit "A" to Port Arthur seniors going to a two or four year college or university as to pursue a degree in economic development or any of the following related degrees: economic, real estate, urban planning & design, community environment & planning and landscape architecture which must be coupled with an internship program with appropriate presentations and reporting by participants and participation in internship programs at the EDC offices.. Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council. SOKOLOW, CITY ATTORNEY #707412 Page 3 ~ PORT ARTHUR ECONOMIC DEVELOPMENT SCHOLARSHIP The Port Arthur Economic Development Corporation (PAEDC) has a scholarship available for a graduating high school senior who is going to a two or four year college or university. Applicants must have a minimum Grade Point Average (GPA} of 2.5 on a 4.00 scale and wants to pursue a degree in (A) any of the following areas related to Economic Development • Economic Development • Economics • Real Estate • Urban Planning & Design • Community Environment & Planning • Landscape Architecture • Communications • Public Administration • Environmental Science or (B) any of the following that will meet the demands of today's manufacturing, industrial, recycling, distribution and warehousing industries 1 • Instrumentation • Process Operating Technology • Welding • Machining Technology • Industrial Maintenance • Utility Line • Chemical Engineer • Electrical Engineer • Mechanical Engineer • Industrial Engineer • Industrial Technology All other related degree programs not listed above will be subject to PAEDC's Board for approval. 1. Any graduating high school senior who is a Port Arthur, Texas resident and who will be continuing his/her education in a college/university program is eligible to receive this award. <. 2. This scholarship will be in the amount of $4,000 that will be distributed in four segments of $1,000 each aver the course of a two--year arfour-year college program. These distributions are limited to two per year. ~~ The first distribution of $1,000 will be rewarded (A) upon receipt of a letter of acceptance received by any college or university (not restricted to Texas) and proof of enrollment of at least 12 semester hours for applicant pursuing a two year degree or (B} when applicant becomes a junior (having a minimum of fi0 hours), has a current cumulative GPA of 2.5 and provide proof of enrollment of at least 12 semester hours for applicant pursuing a four year degree. • The remaining distributions of $1,000 are dependent on the student taking at least 12 hours per semester and successfully maintaining, at a minimum, a cumulative GPA of 2.5. Grades received for each semester must be submitted to PAEDC as proof before the next disbursement of the award will be given. Monies not rewarded due to ineligibility w(II remain the property of PAEDC. If a recipient leaves the institution and there are scholarship funds remaining, the institution shall return the balance of the PAEDC Scholarship Award. 3. Scholarship applications should be submitted in the spring of each year. Specific time windows when applications are being accepted will be communicated to the school's guidance counselor and on PAEDC's website. PAEDC will additionally run an announcement of the scholarship application ~~ period on the city's television broadcast, Channel 4. Parents are urged to encourage their children to apply for the scholarship. 4. The recipients will be announced at their high school's Awards Banquet, Graduation or equivalent. 5. This scholarship can be used for tuition, books, laboratory fees, and other academic costs; additionally the scholarship may be used for room and board when the student is housed under the control of the institution. fi. Scholarship checks will be sent directly to the Financial Aid OfFces of the institutions Involved. 7. If a scholarship winner must delay their education for any reason, the recipient must contact the PAEDC in writing as soon as possible. The scholarship will be held up to one year from the date PAEDC has been notified of the delay. After that time, the PAEDC will have the discretion to continue holding or to withdraw the scholarship award as they see fit. Instructions for Submitting the Scholarship Application 1. The entire application must be completed for consideration by the Board. 2. Type or neatly print all information. 3. Attach aone-page essay described in Section III of this application. 4, Sign and date the last page. 5. Have the guidance counselor sign and date the last page, verifying SAT scores, class rank, and cumulative high school grade point average 6. Provide high school transcript. 7.
