RE: P.R. 22662 - Temporary Staffing
Introduction:
The intent of this Agenda Item is to seek City Council's approval for PR 22662 authorizing the
City Manager to renew the contracts for temporary staffing with Argus Talent of Houston,
Texas.
Background:
The City would like to renew the contract for Temporary Staffing. Argus Talent was awarded
the contract with Resolution 21-262. The City will staff on an as needed basis. This will be the
second year with the option for a third year.
Budget Impact:
The department temporary personnel account will be used.
Recommendation:
City Staff is requesting City Council approve P.R. No. 22662 authorizing the City Manager to
execute the contract with Argus Talent of Houston, Texas, for the second year (first renewal).

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE SECOND YEAR (FIRST RENEWAL)
OF THE TEMPORARY STAFFING CONTRACT BETWEEN THE CITY OF
PORT ARTHUR AND ARGUS TALENT LLC OF HOUSTON, TEXAS FOR
THE PURPOSE OF PROVIDING TEMPORARY EMPLOYEES FOR THE CITY
OF PORT ARTHUR WITH A PROJECTED BUDGETARY IMPACT OF
$2,000,000.00; FUNDING AVAILABLE IN VARIOUS DEPARTMENTAL
ACCOUNTS.
WHEREAS, pursuant to Resolution 21-262, the City of Port Arthur entered into an
temporary staffing contract with Argus Talent LLC with an option to renew for two (2)
additional one-year periods; and,
WHEREAS,this contract will used by various departments when necessary; and,
WHEREAS,the City desires to renew the contract with Argus Talent LLC for temporary
staffing for the second year(first renewal).
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1: THAT the facts and opinions of the preamble are true and correct.
Section 2: THAT the City Council of the City of Port Arthur hereby authorizes the
City Manager to enter into a contract renewal with Argus Talent LLC for the second year(first
renewal) attached hereto in substantially the same form as Exhibit"A".
Section 3: THAT a copy of the caption of this Resolution be spread upon the
Minutes of the City Council.

RENEWAL OF CONTRACT FOR STAFFING AGENT
FOR THE CITY OF PORT ARTH U R
THIS AGREEMENT, made this day of , 2022, by and between the
City of Port Arthur, a municipal corporation organized under the laws of the State of Texas,
hereinafter called "OWNER" or "CITY" and Argus Talent LLC, hereinafter called
"CONTRACTOR".
WITNESSETH: That for and in consideration of the payment terms, conditions and agreements
set forth herein, OWNER and CONTRACTOR agree as follows:
1. Pursuant to Resolution No. 21-262, the City entered into a one (1) year contract
with the option to renew for two additional one-year periods. The parties hereby
agree to exercise said option for the second year(first renewal).
2. The term of this Contract shall be from , 2022 to , 2023,
unless sooner terminated under the provision hereof. The City can terminate this
contract at its convenience which includes, but not limited to, funding not being
available in any budget cycle with thirty(30) days written notice.
3. During the term of this Contract, the CONTRACTOR will furnish at his own
expense all of the materials, supplies, tools, equipment, labor, and other services
necessary to connection therewith, excepting those supplies specifically not
required of CONTRACTOR in the Specifications.
4. The CONTRACTOR agrees to perform all the work described in the specifications
and contract documents and to comply with the terms in the amounts stated in bid
documents.
5. The term "Contract Documents" means and includes the following:
1) Agreement
2) General Information *
3) Specification *
'1) Bid *
5) Notice of Award *
6) Notice to Proceed *
* These items were attached to the original letting contract. This agreement is only
included in this renewal.
6. This Agreement shall be binding upon all parties hereto and their respective heirs,
executors, administrators, successors and assigns.
IN WITNESS WHEREOF, the parties hereto have executed, or caused to be executed by
their duly authorized officials, this Agreement in ( 2 copies) each of which shall be deemed an
original on the date first written above.
