Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to
authorize the contract with Crowder Gulf for debris removal services in the event of an
emergency or a disaster.
Background:
Purchasing advertised for bids on April 16, 2022 and April 23, 2022 and opened on May 11,
2022. Committee members evaluated the proposals and Crowder Gulf was the highest ranked
proposal.
Budget Impact:
Funds will be provided for in the appropriate disaster/emergency recovery project accounts.
Recommendation:
It is recommended that City Council approve the City Manager to authorize contract with
Crowder Gulf for debris removal services in the event of an emergency or a disaster.

RESOLUTION NO.
A RESOLUTION AUTHORIZING A NON-EXCLUSIVE
AGREEMENT WITH CROWDER GULF OF THEODORE,
ALABAMA FOR DEBRIS REMOVAL & EMERGENCY
SERVICES FOR THE CITY OF PORT ARTHUR IN THE
EVENT OF AN EMERGENCY OR DISASTER IN AN AMOUNT
NOT TO EXCEED $13,000, 000 . 00
WHEREAS, it is deemed in the best interest of the City of
Port Arthur to have in place a debris removal and emergency
services contract in the event of an emergency or a disaster; and,
WHEREAS, pursuant to Chapter 252 of the Texas Local Government
Code and the federal procurement standards of Title 2 of the Code
of Federal Regulations Part 200, the City solicited requests for
proposals to provide debris monitoring services in the event of an
emergency or disaster; and,
WHEREAS, six ( 6) companies provided proposals as delineated
in Exhibit "A"; and,
WHEREAS, a committee made up of City staff evaluated all of
the proposals and Crowder Gulf of Theodore, Alabama was ranked as
the highest and most qualified company; and,
WHEREAS, the City desires to enter into a non-exclusive
agreement with Crowder Gulf in an amount not to exceed $13, 000, 000
for a one-year period as delineated in Exhibit "B"; and,
WHEREAS, the contract includes an option to renew for two (2)
additional one-year periods, upon prior approval of the City
Council; and,

WHEREAS, this agreement is non-exclusive and the City
maintains the authority to retain other companies to perform
similar work.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS :
Section 1 . That the facts and opinions in the preamble
are true and correct .
Section 2 . That the City Manager is hereby authorized to
enter into a non-exclusive agreement with Crowder Gulf of Theodore,
Alabama, in substantially the same form as attached as Exhibit
"B„
Section 3 . That a copy of the caption of this Resolution
be spread upon the Minutes of the City Council .
READ, ADOPTED AND APPROVED on this day of June, A. D. ,
2022, at a Meeting of the City Council of the City of Port
Arthur, Texas, by the following vote : AYES :
