Introduction: The intent of this agenda item is to request that City Council allow the list of approved projects categories to be paid from ARPA funds be revised. Background: The City of Port Arthur has received a total of$26,731,836 from the American Rescue Plan Act(ARPA)which has been allocated in several project categories. It is requested that the Recovered Revenue Loss Category (used for Government Services) be increased by $6 million, the Infrastructure Category be decreased by $5 million, and the Broadband Access Category which was allocated $1 million be deleted. The current and requested allocations are shown in Exhibit A. An additional $1 million is needed to complete the Sabine Pass Boat Ramp and approximately $5 million is needed to complete the new Health Department building. In accordance with ARPA guidelines,funds in the Recovered Revenue Loss Category can be used for these projects. ARPA funds have all been received by the City and must be committed by 12/2024 and expended by 12/2026. Therefore,it makes sense to prioritize the use of funding to projects currently ready for construction. Budget Impact: There is no budgetary impact and no impact on fund balance. Recommendation: The attached Proposed Resolution No. 22682 requests that the list of approved project categories to be paid from American Rescue Plan Act(ARPA)funds be revised and we recommend that the City Council approve it as presented. A RESOLUTION AUTHORIZING THE CITY MANAGER TO REVISE THE AMERICAN RESCUE PLAN ACT (ARPA) PROJECT CATAGORIES WHICH WERE PREVIOUSLY APPROVED (PUBLIC COMMENT WILL BE ALLOWED PRIOR TO CONSIDERATION OF THIS ITEM) . WHEREAS, the City of Port Arthur was allocated a total of $26, 731, 836 in funding from the American Rescue Plan Act (ARPA) ; and, WHEREAS, a public hearing was held on January 18, 2022 to advise the public on the proposed allocation of funds; and, WHEREAS, it is requested that the Revenue Loss Category be increased by $6 million, the Infrastructure Category be decreased by $5 million, and the Broadband Access Category of $1 million be deleted as shown in Exhibit "A"; and, WHEREAS, the revision is in accordance with American Rescue Plan (ARPA) guidelines; and, WHEREAS, the City Council of the City of Port Arthur finds it to be in the interest of the citizens of Port Arthur to revise the American Rescue Plan (ARPA) project categories as shown in Exhibit "A" . NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the facts and opinions in the preamble are true and correct . THAT the City Council hereby authorizes the City Manager to revise the American Rescue Plan Act (ARPA) Project Categories, in substantially the same form as attached hereto as Exhibit "A" . That a copy of the Resolution shall be spread upon the Minutes of the City Council .
