No. 22716 authorizing City staff to negotiate a contract with Brown Reynolds Watford(BRW)Architects of Houston, Texas, for the design and relocation of two existing fire stations. Background: The Request for Qualifications (RFQ) bid was advertised on April 27, 2022 and May 4, 2022 with an addendum on May 16, 2022. in the Port Arthur News. Nine (9) qualifications were received by the due time and date of 1500 hrs on May 18, 2022 and opened after 1515 hrs. on May 18, 2022. The City of Port Arthur requires two relocated facilities to meet community service needs and address firefighter health and safety deficiencies in existing fire stations.The Port Arthur Fire Department Fire Station Design Group conducted an extensive and comprehensive evaluation of architectural firms that submitted RFQs.The assessment included projecting future community emergency service needs, designs to meet health and safety requirements, and the useability of facilities. The evaluation process included tours of fire stations constructed in the Houston area by BRW and Joiner Architects. Information on other area fire stations designed by other firms that submitted RFQs was also completed through telephonic interviews. Fire Station#2,built in 1971,and Fire Station#3,built in 1961,are the stations to be relocated and reconstructed. Existing stations requiring retrofitting range in construction from 1992 to 2009. An architectural firm is needed to design fire station facilities that will meet community emergency service and firefighter health and safety needs. A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE A CONTRACT WITH BROWN REYNOLDS WATFORD (BRW) ARCHITECTS, INC. OF COLLEGE STATION, TEXAS, FOR PRELIMINARY ASSESSMENTS, PLANNING, DESIGN AND ENGINEERING SERVICES RELATING TO THE RELOCATION OF FIRE STATION NO. 2 AND NO. 3 WHEREAS,the City's advertised for Request for Qualifications (RFQs) for a qualified architectural firm to provide preliminary assessments,planning, design and engineering services relating to the relocation of Fire Stations 2 and 3; and WHEREAS, the Purchasing Division advertised the RFQs on April 27 and May 4, 2022, with an addendum submitted on May 16, 2022; and WHEREAS, a total of nine proposals were received from various architectural/engineering firms on May 18, 2022; and WHEREAS, the proposals were thoroughly evaluated by staff and Brown Reynolds Watford Architects, Inc. of College Station, Texas was considered the most qualified as delineated in Exhibit"A"; and WHEREAS, it is deemed in the best interest of the City to negotiate a Brown Reynolds & Watford to provide said services. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and THAT, the City Council hereby authorizes the City Manager to negotiate a contract with Brown Reynolds Watford Architect,Inc. of College Station,Texas to provide architectural services for the relocation of Fire Stations #2 and#3; and THAT, said contract shall be presented to City Council for final approval; and THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
