RESOLUTION NO.
A RESOLUTION AMENDING THE CEREMONIAL STREET
NAMING POLICY FOR THE CITY OF PORT ARTHUR
(REQUESTED BY COUNCILMEMBER JONES)
WHEREAS, pursuant to Resolution No. 09-033, the City Council adopted a
ceremonial street naming policy; and
WHEREAS, pursuant to Resolution No. 17-128, the City Council amended the
ceremonial street renaming policy; and
WHEREAS, Councilmember Jones has requested that the City Council amend the
ceremonial street naming policy wherein the requirements of a petition and public hearing
as set forth above may be waived upon approval of the City Council by a majority vote.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council amends the policy for ceremonial naming of
streets, in substantially the same form as attached hereto as Exhibit "A".
Section 3. That a copy of the caption of this Resolution be spread upon the
Minutes of the City Council.
READ, ADOPTED AND APPROVED on this day of August, A.D., 2022, at
a Meeting of the City Council of the City of Port Arthur, by the following vote: AYES:

EXHIBIT "A"
1. The Request for a ceremonial name shall be made in writing to the
City Manager. The request shall include the following:
a. Name of the requester (individual, group, organization, etc.)
b. Existing street name.
c. Proposed ceremonial street name.
d. Significance of the proposed ceremonial name.
2. The proposed ceremonial street name shall:
a. have historical or other special significance (if named for a
person, they must be deceased unless the City Council
deems it appropriate to grant a-ee an exception).
b. not have the same or similar name of any other City street or
facility.
c. the proposed ceremonial name shall be a complete street or
logical street segment.
3. Fifty percent (50%) of the owners of the businesses adjacent to the
area must sign a petition or a request for the proposed ceremonial
name.
4. Fifty percent (50%) of the owners of the residences adjacent to the
area must sign a petition or a request for the proposed ceremonial
name.
5. A public hearing shall be held to receive input from all interested
parties prior to action being taken on the ceremonial name request by
City Council.
6. The requesting party or parties will assume the cost of labor and
materials for the installation of the new ceremonial street marker or
markers, as well as the cost for the advertising of the public hearing.
7. The ceremonial name will have no legal affect on the actual name of
the street.
8. The requirements of a petition and public hearing as set forth
above may be waived upon approval of the City Council by a
majority vote.
