RE: PR 22609: Sabine Pass Boat Ramp: Acceptance of$125,000.00 from Cheniere
Sabine Pass LNG for the reconstruction of the Sabine Pass Boat Ramp.
Introduction:
The intent of this Agenda Item is to authorize the City Manager to accept the $125,000.00
donation from Cheniere Sabine Pass LNG towards the reconstruction of the Sabine Pass Boat
Ramp in Sabine Pass, Texas.
Background:
The Sabine Pass Boat Ramp has sustained severe damages over the years from storms and age.
This boat ramp provides fishing and access to Sabine Lake and the Gulf of Mexico and it has
become hazardous for the public to utilize the facility safely. The Texas Parks & Wildlife
Department (TPWD) of Austin, Texas has committed $1,257,751.00 in grant funding for the
reconstruction of the Sabine Pass Boat Ramp through its Harvey Fisheries Disaster Relief Grant
Fund. Additionally, the City of Port Arthur has allocated $1,000,000.00 from the American
Rescue Plan (ARPA) towards the project. Cheniere Sabine Pass LNG has seen the benefit of
the boat ramp reconstruction and will be donating$125,000.00 through its Cheniere Foundation.
Budget Impact:
Funds for this project are available in the Capital Improvements Project Account 152-60-415-
8525-00-00-000 (PR0007).
Recommendation:
It is recommended that the City of Port Arthur City Council approve PR22609 for the
acceptance of the $125,000.00 donation for the reconstruction of the Sabine Pass Boat Ramp
at Broadway Street and S. 1st Avenue in Sabine Pass, Texas.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT A
DONATION OF $125,000.00 FROM THE CHENIERE FOUNDATION
FOR THE RECONSTRUCTION OF THE SABINE PASS BOAT RAMP
LOCATED AT BROADWAY STREET AND S. 1ST AVENUE IN SABINE
PASS, TEXAS. FUNDS WILL BE MADE AVAILABLE IN CAPITAL
IMPROVEMENT PROJECT ACCOUNT 152-60-415-8525-00-00-000
(PR0007).
WHEREAS, the Sabine Pass Boat Ramp in Sabine Pass, Texas has sustained
significant damage due to hurricane events, years of use, and disrepair rendering it
unsafe to use; and,
WHEREAS, the Texas Parks & Wildlife Department (TPWD) has committed
$1,257,751.00 by way of a grant from the Harvey Fisheries Disaster Relief Grant Program
for the reconstruction of the Sabine Pass Boat Ramp; and,
WHEREAS, pursuant to Resolution No. 20-425, City Council agreed to participate
and accept the grant funding from the TPWD; and,
WHEREAS, the City of Port Arthur has allocated $1,000,000.00 from the American
Rescue Plan (ARPA) for the reconstruction of the Sabine Pass Boat Ramp; and,
WHEREAS, Cheniere Sabine Pass LNG has donated $125,000.00 towards the
completion of the Sabine Pass Boat Ramp Reconstruction Project; and,
WHEREAS, the Sabine Pass Boat Ramp Project has a grand total of
$2,382,751.00; and,
WHEREAS, the City of Port Arthur has contracted with Fittz & Shipman, Inc. of
Port Arthur, Texas for the completion of construction plans and specification for the
Sabine Pass Boat Ramp improvements; and,

WHEREAS, the City of Port Arthur has funding available in the Capital
Improvements Project Account No. 152-60-415-8525-00-00-000 (PR0007); and,
WHEREAS, approval of PR22609 is herein deemed an appropriate action; now
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT, the facts and opinions in the preamble are true and correct; and,
THAT, the City Manager of the City of Port Arthur is hereby authorized to accept
the TPWD grant funds in the amount of $1,257,751.00 along with the Cheniere
Foundation donation of$125,000.00 for the reconstruction of the Sabine Pass Boat Ramp;
and,
THAT, the City of Port Arthur has allocated $1,000,000.00 from the American
Rescue Plan (ARPA) for the reconstruction of the Sabine Pass Boat Ramp; and,
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the
City Council.

Hi Jennifer,
Thanks for sending the resolution. Can you confirm the total project costs? From documents John provided earlier, it
looks like the bid for the project came in at$2,132,929.00.
Here is what I have for the total:
TPWD $1,257,751
Donation 125,000
Port Arthur 1,000,000
Total $2,382,75`_
The difference would be the Engineering Plans and Design? Could you also have someone tell me how to breakout the
amounts for AY 2022 (Sept-Aug) expenses and AY 2023 (Sept- May 2023).
I have the project coordinator and contract point of contact listed as Alberto Elefano, is that correct or does that need to
change? IF this is not correct, please send me the name/address/phone number/email address to amend the
agreement.
You currently have an active agreement so work could start(up to the $1M reimbursable amount ) until I can get the
amendment processed and extended through 5/31/2023. I cannot promise that this can be done by August 30. I will
work with my purchasing and contracting group to expedite this
Please also review the Statement of Work on the agreement to ensure that no other changes are needed. If needed,
you can revise that document to correspond to the work that will be performed, and we can replace it in its entirety
with the amendment.
