Recycling
Amt: $158,700
PAEDC reimbursed Port Arthur Recycling for equipment
purchased to expand their metal recycling business on Hwy 365.
Port Arthur Recycling promised to employ 18 additional
employees over three years.
PA Recycling may earn credits in the amount of $1.00 for every
$9.16 in payroll to Port Arthur residents.
2017 2022 KLV Ventures Amt: $326,000
PAEDC provided a conditional grant to KLV to assist in the
expansion of their operations into Port Arthur. KLV promises to
employ and maintain 14 Port Arthur residents over a five year
period.
KLV shall receive a $1.00 credit toward their incentive for every
$5.90 of payroll to Port Arthur residents.
2018 2022 K&D Marine Amt: $119,500
PAEDC assisted K&D Marine DBA Dustin Gulf Seafood, in their
expansion of their operations to a wholesale distribution center
at 2233 Memorial Blvd. by reimbursing K&D Marine for
equipment purchased for the expansion based on their capital
investment.
K&D Marine promises to remain in and continue operations at
their new location for no less than three years.
2018 2022 Industrial
Scaffolding
Amt: $300,000
PAEDC provided an incentive to Industrial Scaffolding for the
capital investment of constructing a new office, warehouse and
lay down yard within the Spur 93 Business Park. Industrial
Scaffolding promises to construct and occupy the project on the
property no later than 18 months from the close of the property
sale. Industrial Scaffolding also promises to remain in and conduct
operations at the new facility for no less than four years.
Industrial Scaffolding may substitute performance by receiving
credits toward their incentive; $1.00 for every $15.76 in payroll to
Port Arthur residents.
2019 2023 Standard Alloys Amt: $1,386,600
PAEDC provided an incentive to Standard Alloys for the relocation
and expansion of their operations into Port Arthur and within the
Spur 93 Business Park. Standard Alloys will purchase 22 acres of
land in the Park to develop a state of the art machine shop, repair
facility, foundry, and performance test stand.
Standard Alloys promises to remain in and maintain operations at
the Business Park facility for no less than 4 years and to generate
at a minimum of $665,808 in payroll to Port Arthur residents by
year end of 2021. Standard Alloys may receive credit toward their
incentive by receiving $1.00 credit for every $6.00 in payroll to PA
residents.
2019 2022 Rai’s Bakery Amt: $59,277
PAEDC provided an incentive to Tony & Anne Nguyen DBA Rai’s
Bakery, for equipment needed to open and operate a bakery at
3920 Gulfway Dr. for distribution of goods. Rai’s Bakery promises
to employ and maintain five Port Arthur residents over a two year
period.
Rai’s Bakery may receive credits toward their incentive by
receiving a $1.00 credit for every $2.89 in payroll to Port Arthur
residents.
2019 2022 Robogistics Amt: $495,100
PAEDC provided an incentive to Robogistics for the location of its
new manufacturing and logistics facility in Port Arthur.
Robogistics utilized the incentive for the purchase of equipment
needed for their operations.
Robogistics promises to employ and maintain 26 Port Arthur
residents over three years generating $1,080,000 in payroll to
Port Arthur residents.
2019 2025 Motion Industries Amt: $304,794.91
PAEDC provided an incentive to Motion Industries, a distributor of
industrial parts, for the relocation of their operations into Port
Arthur. The incentive was used toward the purchase of the
property in the Spur 93 Business Park by the property owner/
lessor in order to reduce the lease payment by Motion.
Motion Industries promises to remain and maintain operations at
the Business Park facility for no less than 5 years, and promises to
generate at a minimum, $304,794.91 in sales tax.
2019 2022 Ramtex - 1 Amt: $288,460
PAEDC provided Deztex Industrial Services DBA Ramtex, an
incentive for the expansion of their business. PAEDC reimbursed
Ramtex for the purchase of equipment needed for this expansion.
Ramtex promises to employ 15 PA residents over a two year
period generating $1,978,080.00 in payroll to PA residents.
Ramtex may receive credits toward their incentive by receiving a
$1.00 credit for every $6.86 in payroll to Port Arthur residents.
2019 2022 Parker Lumber Amt: $160,000
PAEDC provided an incentive for the expansion of Parker
Lumber’s facilities in Port Arthur. PAEDC reimbursed Parker’s for
the equipment needed for the expansion. Parker’s promises to
employ 16 Port Arthur residents over a three year period
generating $1,020,000 in payroll to PA residents. Parker’s may
receive credits toward their incentive by receiving a $1.00 credit
for every $6.00 in payroll to Port Arthur residents.
2020 2024 Team Fabricators Amt: $324,000
PAEDC reimbursed Team Fabricators for equipment purchased for
the expansion of the stainless-steel pipe fabrication area at their
facilities on Main Ave. Team promises to employ 8 Port Arthur
residents over a four year period generating $1,088,880 in payroll
to Port Arthur residents. Team may receive credits toward their
incentive by receiving a $1.00 credit for every $3.36 in payroll to
Port Arthur residents.
2020 2022 Mike’s Enterprises Amt: $245,170 - Infrastructure Incentive
PAEDC will provide a conditional grant to PA Development Group
for a portion of the infrastructure costs for a multi-tenant building
project at 1700 Jefferson Dr. to be a grocery store and at least
one other retail occupant.
2021 2024 Ramtex - 2 Amt: $49,500.00
PAEDC provided Deztex Industrial Services DBA Ramtex, an
incentive for the purchase of the property they are conducting
operations from within the Port Arthur Business Park.
Ramtex promises to remain in operation in the Business Park for
three years at minimum.
2021 2025 Clifford Distilling Amt: $162,500.00
PAEDC reimbursed Clifford Distilling for capital expenditures
including building renovation, equipment, infrastructure, and
inventory purchased for their business operations on Procter St.
Clifford promises to employ 8 full time employees that are Port
Arthur residents over a three year period generating $655,000.00
in payroll to Port Arthur residents. Clifford may receive credits
toward their incentive by receiving a $1.00 credit for every $4.04
in payroll to Port Arthur residents.
2021 2023 A&P Amin, LLC Amt: $157,762.00 - Infrastructure Incentive
PAEDC will provide a conditional grant to A&P Amin, LLC for a
portion of the infrastructure costs for a multi-tenant building
project at 7700 Highway 347 to be at least two medical facilities.
2022 2026 Haulin Gas, LLC Amt: $490,516.00
PAEDC reimbursed Haulin Gas for equipment purchased for the
expansion of their fuel distribution business. Haulin Gas promises
to employ 19 Port Arthur residents over a four year period
generating $3,780,000 in payroll to Port Arthur residents. Haulin
Gas may receive credits toward their incentive by receiving a
$1.00 credit for every $7.71 in payroll to Port Arthur residents.
2022 2024 Mid Co. Shopping
Plaza, LLC
Amt: $180,911.73 - Infrastructure Incentive
PAEDC will provide a conditional grant to Mid Co. Shopping Plaza
for a portion of the infrastructure costs for a multi-tenant project
at 3701 41st. St. to be a shopping center.
2022 2024 PARC Enterprises,

PAEDC will provide a conditional grant to PARC Enterprises, Inc.
for a portion of the infrastructure costs for a multi-tenant building
project at 6770 9th Ave. to be a shopping center.

John Crane, Inc. -Land Sale of approximately 2.1 acres of land in the Spur 93 Business Park to
John Crane, Inc. for the purpose of the construction of a 12,000 s.f. building
containing office and warehouse space for the engineering, assembly, repair and
sales of mechanical seals.

Facility Investment
Lamar State College Port Arthur -$1,000,000 investment to Match LSCPA’s
EDA grant award for the creation of an
industrial skills training facility.
-Once in operation, LSCPA agrees to train a
percentage of Port Arthur residents through
the facility at no cost.
Police Cadet Training Lamar Institute of Technology -$46,800 Allocated for tuition assistance for
up to 9 Port Arthur residents enrolled in the
Police Academy to be employed by the City
of Port Arthur Police department.
-To date 4 residents received tuition
assistance.
NCCER Pipefitter I
Training
Digital Workforce Academy -$27,000.00 allocated for the training of up
to 10 Port Arthur residents in the NCCER
Pipefitter I curriculum.
-To date, 10 students were enrolled, 8
completed the program

Renovation of The Press Building -99% Complete
-Expected to be complete at the end of August
-Will house the EDC’s entrepreneurial initiatives and resource
programs.
-Will offer short and long term commercial office and kitchen lease
space
Parks & Recreation -Voters allowed EDC to utilize $1,000,000 per year for three years
beginning in FY 21-22 to be allocated to the City of Port Arthur Parks &
Recreation for the improvement of quality of life for residents.
PAEDC Chief Executive Officer – Search Update August 16, 2022
1. A Request for Proposals was advertised by the EDC Board of Directors for an Executive
Search Firm to recruit its next Executive Director.
2. An Executive Search Firm was selected and hired by the EDC Board of Directors.
3. A Job Profile was compiled by the search firm and approved by the EDC Board Search
Committee.
4. The job profile was advertised and recruitment by the search firm took place over a four
week period.
5. The applicant deadline to submit was August 5th.
6. The Search firm will present candidate information to the EDC Search Committee on
Wednesday August 17th.
7. 1st and 2nd round interviews will be held subsequently.
