RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CEREMONIAL
STREET RENAMING OF GRANNIS AVENUE FROM
GULFWAY DRIVE TO PROCTER STREET IN HONOR OF
MR. RUSSELL GETWOOD (REQUESTED BY
COUNCILMEMBER JONES)
WHEREAS, pursuant to Resolution No. 09-033, the City Council adopted a
ceremonial street naming policy wherein a street or streets may also have a ceremonial
name, which will not require the change of addresses of the adjacent residences or
businesses and will provide the City an opportunity to honor persons or events; and
WHEREAS, pursuant to Resolution No. 22-377, the City Council amended the
ceremonial street renaming policy wherein the requirements of a petition and public
hearing be waived upon the approval of the City Council by a majority vote; and
WHEREAS, Mr. Russell Getwood was an outstanding member of the community.
Mr. Russell Getwood was employed with the Port Arthur Independent School District as an
attendance officer and as assistant football coach at Lincoln High School. In 1948, Mr.
Russell Getwood was named the first African American juvenile probation officer in
Jefferson County. During his 37 years of service with the Port Arthur Independent School
District, he worked tirelessly and unselfishly to ensure that students remained in school and
received a high school education; and
WHEREAS, Mr. Russell Getwood maintained membership in or received recognition
from the following organizations: a charter and 54 year member of the Port Arthur Alumni
Chapter of Kappa Alpha Psi Fraternity, Inc.; Fifty-Year Membership Award in 1999 by the

Grand Chapter of Kappa Alpha Psi Fraternity; recipient of several community service awards
including the W. L. DeWalt PBW Club Award for Positive Black Males in 1991 and the
Lincoln High School PTA in 1997 for outstanding and dedicated service to the community.
In 2001, the Port Arthur Alumni Chapter of Kappa Alpha Psi fraternity, Inc. recognized him
with the "Trail Blazer Award."; and
WHEREAS, the benefits of such service to the community are often without
measure and the pecuniary rewards for such meritorious service too often do not rise to
the level of the sacrifices made; and
WHEREAS, his untiring and unselfish service and dedication to duty to the citizens
of Port Arthur have and will positively impact this City for generations to follow; and
WHEREAS, the City Council deems it eminently proper, appropriate and benefiting
that a permanent recognition of such meritorious service be created.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby authorizes the ceremonial street renaming
of a portion of Grannis Avenue from Gulfway Drive to Procter Street to Russell Getwood,
according to the map depicted in Exhibit"A".
Section 3. That a copy of the caption of this Resolution be spread upon the
Minutes of the City Council.
