A RESOLUTION NAMING THE CITY BUILDING HOUSING THE PORT ARTHUR MUNICIPAL COURT LOCATED AT 645 4TH STREET IN MEMORY OF THE "HONORABLE JUDGE KERMIT MORRISON, JR." (REQUESTED BY COUNCILMEMBER JONES) WHEREAS, service to one's fellow man indicates a character of unselfishness; and WHEREAS, the Honorable Judge Kermit Morrison, Jr., has unselfishly and effectively served the citizens of Port Arthur with dignity and integrity in many capacities; and WHEREAS, in 1984, Honorable Judge Kermit Morrison, Jr. was appointed as Municipal Court Judge for the City of Port Arthur and served it faithfully until retiring on December 31, 2021. During that time, he served on several boards for social and non-profit organizations as well as working as the Attorney for Tekoa Academy of Accelerated Studies; and WHEREAS, the Honorable Judge Kermit Morrison, Jr., was dedicated and committed to the citizens of the City of Port Arthur. He exhibited a strong sense of justice, fairness, and respect for all parties in the courtroom, and as a person committed to the overall welfare, safety and security for the City of Port Arthur, where he distinguished himself as a legal representative serving the City of Port Arthur; and WHEREAS, the City of Port Arthur wishes to recognize and honor Judge Kermit Morrison, Jr., for his excellent service to the citizens of the City of Port Arthur and Jefferson County and express appreciation for his work; and WHEREAS, the benefits of such service to the community are often without measure and the pecuniary rewards for such meritorious service too often do not rise to the level of the sacrifices made; and WHEREAS, his untiring and unselfish service and dedication to duty to the citizens of Port Arthur have and will positively impact this City for generations to follow; and WHEREAS, the City Council deems it eminently proper, appropriate and benefiting that a permanent recognition of such meritorious service be created. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council of the City of Port Arthur does hereby acknowledge with gratitude the extensive effective service of the Honorable Judge Kermit Morrison, Jr. to the citizens of Port Arthur. Section 3. That the City Council in recognition of said services for the citizens of Port Arthur, desires to create a permanent recognition in gratitude to the Honorable Judge Kermit Morrison, Jr. Section 4. That the City Council of the City of Port Arthur does hereby resolve and declare that the building currently known as the Port Arthur Municipal Court Building at 645 4th Street shall henceforth be named and dedicated as the Honorable Judge Kermit Morrison Jr. Section 5. That appropriate signage and a plaque recognizing this action shall be permanently affixed to such building. Section 6. That any resolution, ordinance, or administrative policy in conflict S.pr22745 herewith is hereby repealed, but only to the extent of such conflict. Section 7. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
