I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Marks gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Monday, August
29, 2022 at 10:40 p.m. in the City Council Chamber, City Hall, with the following
members present: Mayor Thurman Bill Bartle; Mayor Pro Tem Ingrid Holmes;
Councilmembers, Kenneth Marks and Charlotte Moses; City Manager Ron Burton; City
Secretary Kelly Moore; City Attorney Valecia R. Tizeno and Sergeant At Arms Police
Chief Tim Duriso.
Councilmember Cal Jones joined the Special Meeting at 10:45 a.m.
Councilmembers Thomas Kinlaw, III and Donald Frank were absent from the Special
Meeting.
II. PUBLIC HEARINGS — 10:00 A.M.
To Receive And Consider Public Comment(s) For All Interested Citizens
With Regard To The City Of Port Arthur's Proposed Annual Operation
Budget And Capital Improvement Program For The Fiscal Operating
Budget And Capital Improvement Program For The Fiscal Year Beginning
October 1, 2022 And Ending September 30, 2023 The Port Arthur Section
4A Economic Development Corporation's Operating Budget Will Also Be
Considered. The Public Will Also Be Able To View The Public Hearing Via
The City's Website At www.portarthurtx.gov
THIS BUDGET WILL RAISE MORE TOTAL PROPERTY TAXES THAN
LAST YEAR'S BUDGET BY $2,909,794.00 OR 13.45%, AND OF
THAT AMOUNT, $266,707.00 IS TAX REVENUE TO BE RAISED
FROM NEW PROPERTY ADDED TO THE TAX ROLL THIS YEAR
The Mayor introduced the above-mentioned Public Hearing at 10:44 a.m.
City Attorney Val Tizeno appeared before the City Council and gave an overview of the
budget process.
City Manager Ron Burton and Finance Director Kandy Daniel appeared before the City
Council and gave to discuss the Proposed Fiscal Year 2022 - 2023 Budget.
The Mayor requested to hear from anyone present in the audience who wished to
speak regarding the above-mentioned item.
No one appeared before the City Council to address the above-mentioned item.
Upon the motion of Councilmember Moses, seconded by Mayor Pro Tem Holmes and
carried unanimously, the City Council closed the Public Hearing at 10:53 a.m.
ACTION ITEM
To Consider Taking Action On The Adoption Of The City Of Port
Arthur's Proposed Annual Operating Budget And Capital
Improvement Program For The Fiscal Year Beginning October 1,
2022 And Ending September 30, 2023
The motion was made by Mayor Pro Tem Holmes and seconded by Councilmember
Moses to postpone the adoption of the Proposed Fiscal Year 2022 — 2023 Budget until
September 1, 2022.
The following roll call vote was taken on the motion to postpone the adoption of the
Proposed Fiscal Year 2022 — 2023 Budget:
Mayor Pro Tem Holmes "Yes"
Councilmember Jones "Yes"
Councilmember Marks "Yes"
Councilmember Moses "Yes"
Mayor Bartie "Abstained"
The above-mentioned motion carried with one abstention.
III. *CLOSED MEETING (EXECUTIVE MEETING)
Closed Meeting:
(1) Section 551.071 Government Code — To Discuss And
Receive Legal Advice From The City Attorney Regarding
Potential And/Or Pending Claims, Litigation And Other
Legal Matters Involving The City Of Port Arthur
The City Council recessed their meeting at 10:37 a.m. to meet in Executive Session to
consider the above-mentioned topics and reconvened their meeting at 12:25 p.m. with
the following members present: Mayor Pro Tern Holmes; Councilmembers Jones, Marks
and Moses; City Manager Burton; City Secretary Bellard; City Attorney Tizeno and
Sergeant At Arms Chief Duriso.
IV. ADJOURNMENT OF MEETING
Upon the motion by Councilmember Moses, seconded by Councilmember Jones and
carried unanimously, the City Council adjourned their meeting at 12:25 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
