RECOMMENDATION:
It is recommended that the City Council authorize the Mayor and City Manager to apply
for the Recovery Act Edward Byme Memorial Justice Assistance Grant from the
Department of Justice in the amount of $41,676.
BACKGROUND:
On February 17, 2009, President Obama signed into law the Landmark American
Recovery Act of 2009. As one of the many elements, the Recovery Act provides for
grants to assist local law enforcement. The City Manager received notice from the
Department of Justice, Office of Justice Programs of an award notice allocating $201,567
to the City of Port Arthur. Due to disparities, an Interlocal Ageement with the Cities of
Beaumont, Nederland, Groves, Port Neches and Jefferson County was executed with
recommended funding in the amount of $171,332. On May 8, 2009 the Police
Department was notified by the Southeast Texas Regional Planning Commission that
$736,825 in additional funding had been made available to the region and that the City of
Port Arthur was eligible to apply for an additional $10,000 in funding by the Recovery
Act Edward Byrne Memorial Justice Assistance Grant. On July 23, 2009 it was
discovered that the City of Port Arthur was eligible to apply for an additional $41,676
thru the JAG program.

SUMMARY:
It is recommended that the City Council authorize the Mayor and City Manager to apply
for the Recovery Act Edwazd Byrne Memorial Justice Assistance Grant from the

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
MAKE APPLICATION AND RECEIVE FUNDING THROUGH
THE RECOVERY ACT: 2009 EDWARD BYRNE MEMORIAL
JUSTICE ASSISTANCE GRANT (JAG) PROGRAM IN THE
AMOUNT OF $41,676
WHEREAS, the City of Port Arthur has been awarded funding through the
Edward Byme Memorial Justice Assistance Grant (JAG) Program for the past three
years; and
WHEREAS, the funding has been used to upgrade technology through the
purchase of computer hardwaze, software and other technology related equipment.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council of the City of Port Arthur authorizes the City
Manager to make application and receive funding through the Recovery Act: 2009
Edward Bvre Memorial Justice Assistance Grant (JAG) Progam in the amount of
$41,676, and to execute the necessary documentation therefore in a form to be approved
by the City Attorney.
Section 3. That a copy of the caption of this Resolution be spread upon the
Minutes of the City Council.
