RECOMMENDATION:
It is recommended that the City Council authorize the Mayor and City Manager to accept
a Grant Award in the amount of $1,155,294 for the COPS Hiring and Recovery Program
(CHAP) under the American Recovery and Reinvestment Act of 2009. The Deparhnent
of Justice has been allocated up to one billion dollars for Fiscal Year 2009.
BACKGROUND:
On February 17, 2009 President Obama signed into law the landmark American
Recovery and Reinvestment Act of 2009. As one of the many elements, the Recovery
Act provides funding for grants to assist local law enforcement. CHAP is a competitive
grant program that provides funding directly to law enforcement agencies having primary
law enforcement authority to create and preserve jobs and to increase their community
policing capacity and crime-prevention efforts.
The City of Port Arthur Police Department has been informed by the United States
Department of Justice Office of Community Oriented Policing Services that the
Department will receive a COPS (CHAP) Grant awazd for 6 police officer positions. The
estimated amount of Federal funds to be awarded is $1,155, 294 for athree-year period.
BUDGETARY/FISCAL EFFECT:
None.
STAFFING/EMPLOYEE EFFECT:
A total of six new police officer positions will be added to our staff.
SUMMARY:
It is recommended that the City Council authorize the Mayor and City Manager to accept
the COPS Hiring and Recovery Program (CHAP) under the American Recovery and
Reinvestment Act of 2009. The Department of Justice has been allocated up to one
billion dollars for Fiscal Year 2009. The City of Port Arthur has been awarded an
estimated $1,155,294 for the hiring of six (6) police officers.

A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO
ACCEPT A GRANT AWARD IN THE AMOUNT OF $1,155,294 FOR THE COPS
HIRING AND RECOVERY PROGRAM (CHRP) UNDER THE AMERICAN
RECOVERY AND REINVESTMENT ACT OF 2009.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council of the City of Port Arthur authorizes the
Mayor and City Manager to accept funding for the COPS Hiring and Recovery Program
(CHRP) under the American Recovery and Reinvestment Act of 2009, as delineated in
Exhibit "A" in the amount of 51,15,294 and to execute the necessary documentation
thereon to be approved as to form by the City Attomey.
Section 3. That a copy of the caption of this Resolution be spread upon the
Minutes of the City Council.

Congratulations! On behalf of Attorney General Eric Holder, I am pleased to inform you that your
department will receive a COPS Hiring Recovery Program (CHAP) grant award for 6 officer positions. The
estimated amount of federal funds to be awarded to your jurisdiction over the three-year grant period is
$1,155,294.00. Your agency may now begin hiring or rehiring officer to fill CHAP grant-funded positions.
Your agency will be mailed a CHAP grant award package by September 1, 2009. The award package will
include the official Award Document, a Financial Clearance Memorandum (FCM), a Final Funding
Memorandum (FFM), and a document which outlines how to accept and begin your award. Your agency
will have 90 days from the date listed on the letter within your award package to officially accept your
awazd, or request additional time to do so. Also, a supplemental online award package for COPS Hiring

strongly encourage you to visit this site immediately to access a variety of important and helpful documents
associated with your award, including the CHAP Grant Owner's Manual, which speci5es the terms,

some costs may have been adjusted or removed. Your agency may be reimbursed only from within the cost
categories that are documented within Section 7 of this fmal application. Similaz information regazding your
approved salary and benefits amounts will also be located oo the FCM and FFM, which will be utcluded in
your awazd package.
As a reminder, all positions awarded under CI-IRP (or an equal number of ,~ ~ °esffe~bed wt. b~ 3ecttion 5
enhance community policing in accordance with the community policing p
of your application. If for any rt~son yottr agency finds that your community Policing plans have
significantly changed from those outlined in your application (e.g., beta ~ c~ou reart~s'v kasce revise the plan

As explained at the time of grant application, there are significant reporting requirements on the use of CIiRP
funds. In addition to quarterly financial and programmatic progress reports submitted to the COPS Office,
CFIRP grantees are also required to submit quarterly Recovery Act reports within 10 days after the end of
each calendar quarter to www_FederalReoortina ¢ov . These Recovery Act reports will be made available to
the public on www Recoverv.¢ov. All grantees must be registered as authorized users prior to submitting
reports to wvnv_FedetalReporting,gov . The registration function on www FederalReoortine.eo~~l~ers to
available ao fater than August 26, 2009. Please note that registration with this website also req
be registered with the Central Contractor Registration (CCR) and have a Dun & Bradstreet Data Universal
Numbering System (DUNS) Dumber. Registering with CCR and obtaining a DUNS number take additional
processing time, so your agency should take immediate steps to meet these requirements fr advance of
registration with www FederalReoortine.eov . For additional information on CCR and DUNS, please refer
to the C}IKP Grant Owner's Manual at httn //www coos usdo' oov/Default.aso?Item=2270 .
Also, please remember that grantees must retain all swum officer positions awarded under the CHRP grant
for a minimum of 12 months following the 36-month federal funding period. The retained CHRP-funded
position(s) should be added to your ]aw enforcement budget with state and/or local funds, over and above the
number of localiy-funded positions that would have existed in the absence of the grant. In your CHRP grant
