HomeMy WebLinkAboutPO 6022: 2009 APPRAISAL ROLLMemorandum City of Port Arthur, Texas Finance Department To: Steve Fitzgibbons, City Manager From: Rebecca Underhill, Assistant City Manager Date: August 3, 2009 Subject: Proposed Ordinance 6022 Approval of the 2009 Appraisal Roll RECOMMENDATION Pursuant to Section 26.04 of the Texas Property Tax Code, Proposed Ordinance No. 6022 Approving the 2009 Appraisal Roll for the City of Port Arthur is presented for City Council consideration and adoption. BACKGROUND Pursuant to Section 26.01 of the Texas Property Tax Code, the Chief Appraisers for the Jefferson County Appraisal District and the Orange County Appraisal District certified the 2009 appraisal roll for the City of Port Arthur on July 27, 2009. Section 26.04 of the Property Tax Code requires the appraisal roll be submitted to the City Council showing the total appraised, assessed and taxable values of all property and the total taxable value of new property. The City of Port Arthur 2009 certified appraised values of $2,405,968,484 increased $94,589,061 from 2008. This is an increase of 4.09% from 2008. Local exemptions in the amount of $355,729,152 reduced the appraised values 14.8%. The 2009 taxable values of $2,050,239,332increased $79,325,465 or 4.03% from 2008 taxable values. Attached are the 2009 values by classification of property with comparisons to 2003 through 2009 values. P. O. No. 6022 7/31/09 JJA ORDINANCE NO. AN ORDINANCE APPROVIlVG THE APPRAISAL ROLLS FOR THE YEAR 2009 AND RECEIVING DETERMINATIONS FROM THE TAX ASSESSORS UNDER SECTION 26.04 OF THE TEXAS PROPERTY TAX CODE. WHEREAS, pursuant to the provisions of Section 26.01 of the Texas Property Tax Code, the Chief Appraiser of the Jefferson County Appraisal District has certified its approval of, and forwarded to the Tax Assessor-Collector, the appraisal roll for property located in Jefferson County to be used for the captioned yeaz; and, WHEREAS, pursuant to the provisions of Section 26.01 of the Texas Property Tax Code, the Chief Appraiser of the Orange County has certified its approval of, and forwarded to the Tax Assessor-Collector, the appraisal roll for property located in Orange County to be used for the captioned year; and, WHEREAS, pursuant to Section 26.04 of the Texas Property Tax Code, the appraisal rolls and recapitulation of values to be used for the collection of taxes for the captioned year has been forwarded to the City Council, as set forth in Exhibits "A" and "B" and, WHEREAS, the total appraised value of all property was fixed at total value (being an assessment of 100% of Market Value) of Two Billion, Four Hundred Five Million, Nine Hundred Sixty Eight Thousand, Four Hundred Eighty Four Dollars ($2,405,968,484) and the net taxable value being Two Billion, Fifty Million, Two Hundred Thirty Nine Thousand, Three Hundred Thirty Two ($2,050,239,332 after the deduction of Three Hundred Fifty Five Million, Seven Hundred Twenty Nine Thousand, One Hundred Fifty Two ($355,729,152) for exemptions and within the total taxable value is Sixty One Million, Six Hundred Seventy Five Thousand, Five Hundred Seventy Four ($61,675,574) of new property; and WHEREAS, a comparison of values as prepared by the Director of Finance is delineated in Exhibit "B" BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR; Section 1. Said Appraisal rolls as denoted in Exhibits "A" and "B" Rolls shall become the Appraisal Rolls of the City of Port Arthur for the year 2009. Section 2. This being an Ordinance not requiring publication it shall take effect immediately and be in force from and after its passage.
