Attached is P. O. No. 6018 adding Chapter 62, Article
II Section 62-65 and amending Sections 62-62(b) and 62-64 of
the Code of Ordinances as it pertains to rules for weapons
at the Bob Bowers Civic Center, providing for a penalty of
up to $500 per day per weapon and providing for publication.

ORDINANCE NO.
AN ORDINANCE ADDING CHAPTER 62, ARTICLE II
SECTION 62-65 AND AMENDING SECTIONS 62-62 (H)
AND 62-64 OF CODE OF ORDINANCES AS IT PERTAINS
TO RIILES FOR WEAPONS AT THE BOB BOWERS CIVIC
CENTER, PROVIDING FOR A PENALTY OF IIP TO $500
PER DAY PER WEAPON AND PROVIDING FOR
PIIBLICATION
WHEREAS, Chapter 62 of the Code of Ordinances provides
regulations for weapons and incendiary items; and
WHEREAS, Section 62-64 makes it an offense to carry a firearm
or handgun in a City building; and
WHEREAS, it is deemed in the best interest of the City of
Port Arthur to amend Sections 62-62 and 62-64 of the Code of
Ordinances, and to adopt guidelines specifically for weapons at the
Civic Center, which comply with federal and state gun laws and
NOW THEREFORE, BE IT ORDAINED BY THE CITY COIINCIL OF THE CITY
OF PORT ARTHIIR:
Section 1. That the facts and opinions in the preamble
are true and correct.
Section 2. That Subsection (b) of Section 62-62 of the
Code of Ordinances is amended as follows:
"Prohibited acts. It shall be unlawful for any person upon
any properties or buildings of the city within
limits to carry or discharge any firearms of a
air guns and bow and arrows and slingshots, or
other missiles within, across or onto any area

Section 3. That Section 62-64 of the Code of Ordinances is
amended as follows:
"It shall be unlawful for any person to carry a firearm or
handgun concealed or otherwise in any city building or on any city-
operated public transportation and "no carrying of firearms or
handgun" signs shall be posted in each building and on city-
operated public transportation. The signs shall be conspicuously
located.
(1) The lettering, size, color and location of legally required
"no carrying of firearms or handgun" signs shall be subject to the
approval of the chief of police.
(2) It shall be unlawful for any person to remove, mutilate or
destroy any legally required "no carrying of firearms or handgun"
sign.
(3) This section does not apply to a certified peace officer.
(4) This section does not apply to weapons at the Bob Bowers
Civic Center, as provided in Section 62-65."
Section 4. That Section 62-65 shall be added to the Code of
Ordinances as follows:
"Section 62-65: Rules for Weapons at the Bob Bowers Civic Center
(a) With the approval of the Civic Center Director, weapons
may be allowed in the Bob Bowers Civic Center under the following
conditions:
1. In keeping with all applicable state and federal gun laws,
it is necessary that all dealers/vendors who sell firearms
for a portion, or all of their livelihood, to possess a
federal firearms license (FFL).

2. Persons who make a sale of guns from their personal gun
collection and who DO NOT derive their livelihood from the
sales of firearms, ARE NOT REQUIRED to have a FFL.
3. No concealed handguns are allowed at a gun show. Random
searches, including vendors/dealers may be undertaken. Hand
luggage, purses and attache cases are subject to search for
loaded weapons upon entry.
4. All local, state and federal laws must be observed.
5. No loose cartridges, loaded weapons or magazines allowed at
any time.
6. All firearms must have tie-backs affixed to them rendering
them unfireable.
7. No loaded firearms carried in holsters (other than uniformed
law enforcement officers) nor carried in pockets, belts or
purses.
8. No illegal firearms or other items prohibited by law will be
permitted.
9. All table holders/vendors must adhere to local, state, and
federal laws as they apply to sales, trades and other
transactions.
(b) Any person who violates this Ordinance shall be fined
up to $500 per day per incident per weapon."
Section 5. That the caption of this Ordinance shall be
published at least one (1) time within ten (10) days after final
passage hereof in the official newspaper of the City of Port
Arthur.
Section 6. That this Ordinance shall become effective
immediately after the date of publication.
Sections 7. That a copy of the caption of this Ordinance be
spread upon the Minutes of the City Council.
