SUBJECT: P. R. 15406
RECOMMENDATION:
I recommend that the City Council approve Proposed Resolution Number 15406. This
Resolution approves the demolition and clearance of forty-five (45) commercial
properties that were damaged as a result of Hurricane Ike.
BACKGROUND:
The city has determined that the 45 identified properties pose a threat to the public's
health and safety because the structures aze open and accessible, collapsed or in danger of
collapse, an attractive nuisance to children, a harborage for vermin, and magnets for drug
and other criminal activity.
BUDGETARY/FISCAL EFFECT:
A grant application has been made to the Office of Rural Community Affairs: Disaster
Recovery Division for $13,010,493 to cover infrastructure repairs for demolition and
clearance activities.
SUMMARY:
Once the City Council approves Proposed Resolution Number 15406, the City will begin
to abate the properties.

A RESOLUTION APPROVING THE DEMOLITION ?.N~ CLEARANCE OF
FORTY-FIVE (45) COMMERCIAL PROPERTIES THAT WERE DAMAGED AS
A RESULT OF HURRICANE IKE. TEXAS COlVL1NNITY DEVELOPMENT
BLOCK GRANT FUNDS (TXCDBG) WILL BE USED TO DEMOLISH THE
STRUCTURES
WHEREAS, the::grant application has been made to the Office of Rural
Community Affairs: Disaster Recovery Division in the amount of 513,010,493 for
infrastructure repairs and for the demolition and cleazance of forty-five commercial
properties that were damaged as a result of Hurricane Ike; and,
WHEREAS, the city has determined that the identified properties pose a threat to
the public's health and safety because the structures aze open and accessible, collapsed or
in danger of collapse, an attractive nuisance to children, a hazborage for vermin, and
magnets for drug and other criminal activity; and,
WHEREAS, the City of Port Arthur has defined the demolition and clearance
activities as Slum and Blight for Spot Basis; and,
WHEREAS, the elimination of specific conditions of blight or deterioration on a
spot basis is designed to comply with the statutory objective for CDBG funds to be used
for the prevention of blight, on the premise that such action(s) serve to prevent the spread
to adjacent properties or areas:
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR;
THAT the attached list of properties; see attachment #?1, are scheduled or to be
scheduled for demolition and clearance and aze defined as spot Slum and Blight.
THAT a copy the caption of this Resolution be spread upon the minutes of the
City Council.
