Nature of the request:
City Council approval of Proposed Ordinance 7068 authorizing changes to Chapter 114—
Vehicles for Hire, Article II—Emergency Medical Vehicle.
Introduction, Staff Analysis and Considerations:
Maintaining a City Ordinance that defines the criteria and performance expectations in
providing Emergency Medical Service (EMS)transportation is critical to meet high life safety
service levels for members of the Port Arthur community. The current ordinance was adopted
Jan. 26, 2010 with an update occurring in December 4, 2018. Since that time changes have
occurred in providing EMS services that are not reflected in the current ordinance potentially
creating a lower level of service in the City of Port Arthur and reduced accountability with the
transport provider.
The Port Arthur Fire Department Administration and Medical Division has conducted a
comprehensive to review to identify areas for proposed updates to the ordinance reflecting
current best practices and ensuring the highest standards of service for City of Port Arthur
residents and visitors.
A detailed review of the proposed revisions is provided in the attached document. The
proposed ordinance changes will affect the permitted transport agency provider chosen by the
City of Port Arthur. The goal of proposed ordinance amendments is to maintain alignment with
the best interests of the city and residents being served while ensuring accountability in
transparency in meeting performance standards.

Recommendations:
The Port Arthur Fire Department recommends approval of P.O. 7068.
Budget Considerations:
No budget impact to the City.

ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 114 — VEHICLE FOR HIRE,
ARTICLE II — EMERGENCY MEDICAL VEHICLE, SECTIONS 114-31
THROUGH 114-43 OF THE CODE OF ORDINANCES OF THE CITY OF
PORT ARTHUR AS IT PERTAINS TO EMERGENCY MEDICAL
VEHICLES REQUIRING BEST PRACTICES IN EMERGENCY
MEDICAL TRANSPORT
WHEREAS, the City of Port Arthur issues a permit to authorize a medical transportation
provider for the purpose of transporting patients with medical emergencies to medical facilities for
treatment; and
WHEREAS, having updated provisions in the ordinance reflective of professional best
practices in providing Emergency Medical Transportation Services is critical in enhancing the
health and safety of people of Port Arthur for higher quality of life when medical emergencies
occur with accountability and transparency of the medical transportation provider; and
WHEREAS, advances in Emergency Medical Services has resulted in the ability to
provide effective lifesaving health and safety services; and
WHEREAS, it is recommended by the Fire Chief that various changes be made to the
Code of Ordinances as related to the emergency medical transportation provider as delineated in
Exhibit A ; and
WHEREAS, the City Council deems it in the public interest to amend Sections 114-31
through 114-43 of the Code of Ordinances in substantially the same form as attached hereto as
Exhibit "A".
NOW,THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That Chapter 114 —Vehicles for Hire, Article II- Emergency Medical Vehicle
Sections 114-31 through 114-42 are hereby amended in substantially the same form as attached
hereto aas Exhibit"A".
Section 3. That all ordinances in conflict herewith are herein repealed to the extent of the
conflict.
Section 4. That this being an Ordinance amending an Ordinance which imposes a penalty,
fine, or forfeiture, its caption and penalty shall be published at least one (1) time within ten (10)
days after final passage hereof in the official newspaper of the City of Port Arthur. All provisions
of this Ordinance that impose a penalty shall take effect on ,2022. All other
provisions shall take effect immediately.
Section 5. That a copy of the caption of this Ordinance be spread upon the Minutes of the
City Council.
