HomeMy WebLinkAboutPR 22830: PURCHASE OF TWO MINI EXCAVATORS FOR WASTE WATER CONVEYANCE ( [f, rtlrur www.PortArthurTx.gov INTEROFFICE MEMORANDUM Date: October 13, 2022 To: The Honorable Mayor and City Council Through: Ronald Burton, City Manager From: Calvin Matthews, P.E., Water Utilities Director RE: PR 22830—Purchase of Two Mini Excavators for Wastewater Conveyance Introduction: The intent of this Agenda Item is to seek City Council's approval for City Manager to purchase one (1) Komatsu PC30MR-5 mini excavator for $45,289.84 and one (1) Komatsu PC35MR-5 mini excavator for $55,363.64 from Waukesha Pearce Industries, LLC of Port Arthur, Texas through the HGAC Purchasing No. EM06-19 for a total amount of$100,653.48 from Account No. 625-40-000-8522-00-00-000, Equipment. The mini excavators to be purchased will be utilized by the Utilities Department's Wastewater Conveyance Division to rehabilitate old and deteriorated sewer lines City-wide. Unit Nos. 2042 and 2043, both model year 2014, have reached the end of their useful life and need to be replaced as agreed with the Garage and per the Capital Equipment Schedule in the 2022-2023 Budget. Background: The mini excavators to be purchased will be utilized by the Utilities Department's Wastewater Conveyance Division to rehabilitate old and deteriorated sewer lines City-wide.Unit Nos. 2042 and 2043 have reached the end of their useful life and need to be replaced per the Capital Equipment Schedule in the 2022-2023 Budget. Budget Impact: The mini excavators to be purchased have a HGAC Purchasing No. EM06-19 quote of $100,653.48 from Waukesha Pearce Industries,LLC of Port Arthur, Texas,and will be paid out of Account No. 625-40-000-8522-00-00-000, Equipment. Recommendation: It is recommended that City Council approve the City Manager to purchase the mini excavators, as discussed and/or outlined above. WHEREAS, Wastewater Conveyance Unit Nos. 2042 and 2043 have reached the end of their useful life and need to be replaced per the Capital Equipment Schedule in the 2022-2023 Budget; and, WHEREAS, Chapter 271 of the Texas Government Code allows a city, by resolution of its governing body,to participate in cooperative purchasing programs, such as HGAC Cooperative Purchasing Program(HGAC), as an alternative to formal bid process; and, WHEREAS, pursuant to Resolution No. 11-196, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with HGAC; and, WHEREAS, the Water Utilities Department has solicited a HGAC Purchasing Program quote to purchase one (1) Komatsu PC30MR-5 mini excavator and one (1) Komatsu PC35MR-5 mini excavator, as delineated in our Purchasing Policy; and, WHEREAS, the quotes from HGAC Contract No. EM06-19, through Waukesha Pearce Industries, LLC of Port Arthur, Texas provided the contract pricing attached as Exhibit"A", meet our specifications.
