Wachs Utility Products for Water Distribution Introduction: The intent of this Agenda Item is to seek City Council's approval of PR 22836, giving authorization to purchase one (1) Valve Exerciser from E.H. Wachs Utility Products of Lincolnshire, Illinois, for the Water Utilities Department, for use in the Water Distribution Division, in the amount of$90,715.07. Background: The Water Utilities Department started a new program as a valve exerciser to maintain the Water Distribution System. BuyBoard Cooperative Purchasing Program ("BuyBoard") was utilized for the purchase of this Valve Exerciser from E.H. Wachs Utility Products of Lincolnshire, Illinois. Budget Impact: Funding is available in Water Department, Water Distribution Account No. 625-40-000-8523- 00-00-000, Equipment. Recommendation: It is recommended that City Council adopts Proposed Resolution No. 22836, which purchases the Valve Exerciser as discussed/outlined above. WACHS UTILITY PRODUCTS OF LINCOLNSHIRE, ILLINOIS, THROUGH BUYBOARD COOPERATIVE PURCHASING CONTRACT 597-19, FOR THE WATER DISTRIBUTION DIVISION, IN THE TOTAL AMOUNT OF $90,715.07; FUNDS ARE AVAILABLE IN THE WATER UTILITIES DEPARTMENT, WATER DISTRIBUTION DIVISION ACCOUNT NO. 625-40-000-8523-00-00-000,EQUIPMENT. WHEREAS, the Water Utilities Department started a new systematic program that utilizes a valve exerciser to locate and exercise water valves to ensure that they function/operate properly; and, WHEREAS, Chapter 271 of the Texas Government Code allows a city, by resolution of its governing body, to participate in cooperative purchasing programs, such as BuyBoard, as an alternative to formal bid process; and, WHEREAS, pursuant to Resolution No. 02-341, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with the BuyBoard Cooperative Purchasing Program; and, WHEREAS, City staff has solicited a BuyBoard quote for a Valve Exerciser, as delineated in our Purchasing Policy; and, WHEREAS, E.H. Wachs Utility Products of Lincolnshire, Illinois, through BuyBoard, provided the quote attached as Exhibit"A", which meets our specifications; and, NOW THEREFORE, BE IT RESOLVED BY CITY COUNCIL OF CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct; and, PR No. 22836 10/14/22 bw Page 2 of 3 THAT, the City Council hereby authorizes the City Manager to purchase a Valve Exerciser for the Water Distribution Division, through BuyBoard, from E.H. Wachs Utility Products of Lincolnshire, Illinois, for the amount of $90,715.07, as delineated in Exhibit "A"; and, THAT, funding for this purchase is provided for in Water Utilities Department, Water Distribution Division Account No. 625-40-000-8523-00-00-000, Equipment; and, THAT, a copy of the caption of this resolution be spread upon the minutes of City Council.
