Introduction:
The intent of this Agenda Item is to seek the City Council's approval of P. R. #22818 which
authorizes a five-month contract extension with the City of Port Arthur Health Department's
Community Development Block Grant-Coronavirus Grant Round 3. The resolution will also
approve reprogramming $39,540.12 from the Community Development Block Grant-
Coronavirus Grant Round 3 Utility Assistance project. The Utility Assistance project is
completed and has an existing balance.
The Health Department has requested a contract extension for its Community Development
Block Grant COVID grant(CDBG-CV3). The extension will give the Health Department time
to expend the remaining grant funds. The contract termination date will change from January 18,
2023, to June 30, 2023. The contract budget will increase from$249,185 to $288,725.12.
Background:
The City of Port Arthur was awarded $249,185 from the Department of Housing and Urban
Development for activities that prevent, prepare, and respond to the Coronavirus.
Resolution #21-012 awarded the Port Arthur Health Department $249,185 to conduct contact
tracing, administer COVID-19 vaccinations, and cover administrative expenses.

(CDBG-CV3) to Catholic Charities to administer a Utility Assistance program, and Resolution
#22-017 granted a contract extension. The contract has expired and has a remaining balance of
$39,540.12.

Recommendation:
It is recommended that City Council approve P. R. #22818 as discussed above.

A RESOLUTION AUTHORIZING A CONTRACT AMENDMENT WITH THE
PORT ARTHUR HEALTH DEPARTMENT FOR THE COMMUNITY
DEVELOPMENT BLOCK GRANT — CORONAVIRUS-3 (CDBG-CV3)
CONTRACT BY AMENDING THE CONTRACT TERMINATION DATE FROM
JANUARY 18, 2023 TO JUNE 30, 2023, REPROGRAMMING $39,540.12 FROM
COV301.GRA.CDB (CDBG-CV3 UTILITY ASSISTANCE) TO PROJECT
#C0V302.GRA.CDB(CDBG-CV3 HEALTH DEPARTMENT),AND INCREASING
THE CONTRACT BUDGET TO$288,725.12.
WHEREAS, The Department of Housing and Urban Development (HUD) awarded
$369,690 of Coronavirus Round 3 (CDBG-CV3) grant funding to the City of Port Arthur for
activities that prevent, prepare for, and respond to the Coronavirus; and,
WHEREAS, Resolution#21-012 authorized an agreement for$249,185 with the City of
Port Arthur Health Department to administer the CDBG-CV3 grant; and,
WHEREAS,the Health Department's CDBG-CV3 grant will expire on January 18,
2023,but the Health Department has requested a five (5)month contract extension to expend the
remaining grant fund; and,
WHEREAS, Resolution#21-015 allocated $44,250 of Community Development Block
Grant Coronavirus (CDBG-CV3) to Catholic Charities to administer a Utility Assistance
program, and Resolution#22-017 granted a contract extension. The contract is expired and has a
remaining balance of$39,540.12; and,
WHEREAS,the City deems it in the best interest of the citizens to amend the Health
Department CDBG-CV3 contract to extend the expiration date from January 18, 2023,to June
20, 2023, and to reprogram$39,540.12 from the Utility Assistance CDBG-CV3 contract.

NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby authorizes the extension of the agreement for
five (5) additional months with an amended termination date of June 30, 2023, and to reprogram
$39,540.12 from the completed Utility Assistance CDBG-CV3 grant.
Section 3. That the City Manager is designated to sign all documents in connection with
the contract extension.
Section 4. That a copy of the caption of this Resolution be spread upon the minutes of
the City Council.
