I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Moses gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Regular Session on Tuesday,
November 1, 2022 at 10:05 a.m. in the City Council Chamber, City Hall, with the
following members present: Mayor Thurman Bill Bartle; Mayor Pro Tern Ingrid Holmes;
Councilmembers Thomas Kinlaw, III, Charlotte Moses and Donald Frank Sr.; City
Manager Ron Burton; City Secretary Sherri Bellard; City Attorney Valecia R. Tizeno and
Sergeant At Arms Police Chief Tim Duriso.
Councilmembers Cal Jones and Kenneth Marks were absent from the Special Meeting.
II. PUBLIC HEARING(S) - 10:00 AM
A Public Hearing For The Purpose Of Receiving Public Comments
Regarding The Proposed Disannexation Of Tracts Of Land In The
Corporate Limits Of The City Of Port Arthur (Near Taylor's Bayou, The
Intracoastal Waterway, State Highway 87, Keith Lake, Sabine Neches
Waterway), Said Tracts Are Legally Described As Approximately 41.589
Acres Of Land That Is Part Of The John Bennett Survey, Abstract No.
71, Jefferson County, Texas.
This Is The Second Public Hearing Held Pursuant To Chapter 43.142 Of
The Local Government Code. A Detailed Map Of The Proposed Area To
Be Disannexed, Is Also Available For Inspection At Port Arthur City
Hall, 444 Fourth Street, Port Arthur, Texas Between The Hours Of 8:00
A.M. And 5:00 P.M., Monday Through Friday And Continuously Online
At www.portarthurtx.gov
After The Two (2) Required Public Hearing Have Taken Place, The City
Council Will Consider An Ordinance Formalizing The Disannexation On
November 22, 2022
The Mayor introduced the above-mentioned Public Hearing at 10:08 a.m.
City Attorney Tizeno gave an overview of the proposed disannexation and the process
moving forward.
The Mayor requested to hear from anyone present in the audience who wished to
speak regarding the above-mentioned item.
Sempra Representative Kelly Prasser appeared before the City Council to discuss the
proposed disannexation.
Upon the motion of Councilmember Kinlaw, seconded by Mayor Pro Tern Holmes and
carried unanimously, the City Council closed the Public Hearing at 10:14 a.m.
III. ADJOURNMENT OF MEETING
Upon the motion by Councilmember Moses, seconded by Councilmember Kinlaw and
carried unanimously, the City Council adjourned their meeting at 10:15 a.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
